ForumOverproduktie van voedsel en georganiseerde hongerIn 1952 verscheen de inmiddels klassiek geworden studie van de Braziliaan Josué de Castro, The Geography of HungerGa naar voetnoot1, waarin hij aantoonde, dat twee derden van de wereld slecht gevoed of ondervoed waren, dat er nochtans voldoende mogelijkheden waren om de hele wereldbevolking te eten te geven, dat hongersnood helemaal geen natuurlijk en ongeneeslijk fenomeen was. Verder legde hij een verband tussen ondervoeding en genetische defecten die de bevolking van de Derde Wereld na enkele generaties zowel fysisch als psychisch aantasten. Terwijl de meeste politologen en sociologen de politieke apathie van b.v. de Westeuropese bevolking verklaarden als een van de gevolgen van onze hogere levensstandaard en consumptieverslaafdheid, bewees de Castro dat ook langdurige ellende en ondervoeding tot apathie leiden, zodat de mensen ‘zich zonder strijd aan vernietigende en antisociale krachten overgeven’. En het boek eindigde met de hoop dat er zich steeds meer mensen, vooral in internationaal leidende kringen, van deze waarheid bewust zouden worden: ‘Het is hoogst noodzakelijk, een wereldwijde campagne voor de uitroeiing van de honger te organiseren’. Deze hoop werd niet bewaarheid. Dr. de Castro zelf moest Brazilië verlaten na de coup van 1964, net als zijn even innovatieve landgenoot Paolo Freire, en de goedbedoelde projecten van de FAO (Food and Agriculture Organization van de VN), de kerken en de privé-instellingen botsten tot nog toe op een muur van onbegrip, manipulatie en regelrechte tegenwerking. Het was de verdienste van Josue de Castro, voor de bij mijn weten eerste keer op een coherente manier te hebben uiteengezet, hoe honger kunstmatig georganiseerd kan worden, maar ondanks dit inzicht onderschatte hij blijkbaar de macht van de structuren die voor die ‘organisatie’ verantwoordelijk zijn. Vijfentwintig jaar later was er nog niets veranderd en verscheen een andere studie, die vanuit een enigszins andere invalshoek hetzelfde fenomeen beschrijft en tot analoge conclusies komt. How the Other Half dies van Susan George verscheen in 1976. Dat is alweer enkele jaren geleden. Maar pas onlangs werd de Franse vertaling ervan ons in de hand gestopt door een Brussels jezuïet, die in Chili werkt: ‘Mijn bijbel’, zei hij, ‘ik heb dit boek altijd bij me. Vestig de aandacht van je lezers erop’. En inderdaad, dit is iets wat we allemaal moeten lezenGa naar voetnoot2. | |

Waar de Castro, naast de ‘geografie’ van de honger, ook de ‘geschiedenis’ ervan beschreef, beperkt Susan George zich tot de studie van honger en ondervoeding in de Derde Wereld vandaag. Die ‘Derde Wereld’ omvat echter niet alleen de ontwikkelingslanden, maar ook de bevolkingsgroepen in de rijke landen die sociaal gezien ook tot de ‘onderontwikkeld gehouden’ wereld gerekend moeten worden. Ook George vervalt niet in een uitzichtloos pessimisme, maar zij ziet zich wel gedwongen, het in 1952 nog heersende vertrouwen in de internationale organisaties zwaar in twijfel te trekken. Want tussen het boek van de Castro en dat van George liggen de mislukking van de ‘Groene Revolutie’ en de toenemende vervlechting van wetenschappelijke en humanitaire organisaties met de steeds groter wordende voedsel-multinationals. George begint met een overzicht van de belangrijkste ideologische mythes die het probleem in het bewustzijn van zelfs vooruitstrevende en humanistisch gerichte westerlingen hebben verdoezeld: honger en ondervoeding zouden dan een gevolg zijn van overbevolking, klimatologische factoren (Sahel) of gebrek aan efficiënt management in de ontwikkelingslanden zelf. Verder weigert ze, een onderscheid te maken tussen honger en ondervoeding: de gevolgen van ondervoeding zijn op lange termijn even onmenselijk en moorddadig als die van een tijdelijk beperkte hongersnood. De meeste experten, zoals onder meer de deelnemers aan de Wereldvoedselconferenties, zijn het eens over de feiten en vrezen dat de toekomst nog erger wordt, maar er heerst grote onenigheid over de analyse van de oorzaken van die mensonwaardige situatie. George gaat uit van de hypothese dat zij die voor deze crisis verantwoordelijk zijn, ‘een naam, een adres en een gezicht’ (Brecht) hebben en zij tracht ze aan de hand van concrete gegevens te ontmaskeren: ‘Als je zes uur nodig hebt om dit boek te lezen, zullen er, wanneer je de laatste bladzijde omslaat, 2.500 personen ergens in de wereld gestorven zijn van honger of aan een ziekte die aan ondervoeding te wijten is’. | |
Honger is geen gesel, maar een schandaalZolang men blijft geloven dat honger en ondervoeding technologische problemen zijn, zal men de oplossing ervoor in nieuwe technologieën gaan zoeken. Maar volgens Susan George is honger niet zozeer een technologisch, maar een economisch en politiek machts- en structureel probleem, m.a.w. de mogelijke bestrijding van de honger hangt af van diegenen die het initiatief en de uitvoeringsmiddelen in handen hebben. En dat zijn volgens deze studie nooit de slachtoffers, die binnen de bestaande structuren geen enkele greep op de situatie kunnen hebben. De macht over leven en dood van miljarden mensen ligt bij de regeringen van de industrielanden (vooral de VS), de multinationale ondernemingen, de lokale elites en die ambtenaren van de internationale organisaties die direct of indirect met de eerstgenoemde groepen verbonden zijn. Gezien de ernst van de zaak is dit een uiterst zwaarwegende beschuldiging, die daarom door een gedetailleerde en wetenschappelijk gefundeerde argumentatie gestaafd moet worden. Dit boek blijft dan ook niet staan bij vage, als slogans hanteerbare gemeenplaatsen, maar legt aan de hand van talloze, zorgvuldig gedocumenteerde voorbeelden de structuren bloot die haar hypothese bevestigen. Zo toont Susan George onder meer het volgende aan. 1. De vorming van de lokale elites is niet het resultaat van toevallige omstandigheden, maar het eindprodukt van een geplande campagne die ervoor gezorgd heeft dat in de Derde Wereld kaders en technici aan de macht geholpen en gehouden worden die door hun vor- | |

ming en hun persoonlijke belangen als betrouwbare bondgenoten van de westerse en multinationale machtsgroepen zullen fungeren, ook al gaat dit meestal ten koste van de ontwikkeling en de gezondheid van de eigen bevolking. 2. De ingevoerde technologieën en technisch-wetenschappelijke ontwikkelingsprogramma's zijn niet neutraal. Het leven van verschillende generaties in de arme landen wordt er grondig door beïnvloed, en er wordt bij die import eerder rekening gehouden met de belangen van de buitenlandse ‘ontwikkelaars’ (en hun lokale bondgenoten) dan met de eigenlijke noden van de bevolking. Een studie van John Galtung over de import van moderne visserijtechnieken in Kerala, laat bijvoorbeeld zien dat het resultaat uiteraard een verhoging van de produktie was, maar nu niet langer voor consumptie door de lokale bevolking, maar voor de export naar de industrielanden. Gevolg: terwijl de bevolking verarmd en slechter gevoed uit het ‘ontwikkelingsproject’ kwam, profiteerde een lokale ondernemer van de bloeiende exporthandel. Dergelijke investeringen kunnen wel een succes worden, maar niet voor de bevolking ter plaatse. 3. De zo hoog geroemde ‘Groene Revolutie’ wijkt van dit patroon niet af. In de meeste projectgebieden werd de produktie van exportgewassen bijna miraculeus opgedreven, terwijl het aanplanten van proteïnerijke, voedzame gewassen voor de bevolking, ondanks alle officiële verklaringen en optimistische voorspellingen, geheel of gedeeltelijk werd uitgeschakeld. Dit is een bijzonder treffend voorbeeld, omdat de publieke opinie in de industrielanden jarenlang geloofd heeft dat deze ‘Groene Revolutie’ dé oplossing van het voedselprobleem in de Derde Wereld zou verzekeren. 4. De honger van de meerderheid van de wereldbevolking is een van de meest winstgevende ‘zaken’ die de multinationale ondernemingen in deze eeuw op het getouw hebben gezet, en het is daarom naïef, te geloven dat diezelfde multinationals deze lucratieve onderneming om morele, humanitaire redenen zouden opgeven. George spreekt van een ‘pseudo-voedselschaarste’, die b.v. duidelijk wordt in de fluctuaties van de Amerikaanse landbouwpolitiek, die de voedselproduktie afremt of stimuleert naargelang van de winst die op korte termijn gemaakt kan worden of het politieke voordeel dat uit het ‘voedselwapen’ kan worden gehaald. Regelmatig worden ontwikkelingsprogramma's stopgezet, wanneer blijkt dat een nieuw regime (Chili onder Allende b.v.) door radicale landhervormingsplannen de belangen van de multinationals in gevaar brengt. Daarom is het ook bijna onmogelijk, geld los te krijgen voor projecten in de armste landen, waar de nood het hoogst is, maar de risisco's voor de investeerder te groot zijn. Als je van het eenvoudige principe ‘zaken zijn zaken’ uitgaat, zegt George, zal je al heel vlug een duidelijk inzicht krijgen in de schommelingen van de voedselpolitiek op wereldschaal. 5. De immorele omschrijving van ‘voedsel als wapen’ is geen ongelukkige verspreking van een geëxalteerd koude-oorlogsstrijder als minister Erl Butz, maar de correcte benaming voor een economische en politieke strategie die al sinds het begin van de 19e eeuw met succes wordt toegepast. De doelstellingen zijn duidelijk: uitbreiding van de eigen economische en politieke invloedssfeer, vergroting van de afzetmarkt voor de eigen landbouwprodukten en steun aan loyale regimes (en omgekeerd). Dat deze strategie efficiënt is, blijkt o.m. uit een Amerikaans rapport, waarin je kunt lezen dat de tien landen die tussen 1954 en 1974 het meest van deze hulp genoten hebben, minstens drie maal zoveel betaald hebben voor het invoeren van voedsel uit de VS als ze voorheen als ‘ontwikkelingshulp’ ontvangen hadden. | |

Omdat beesten belangrijk(er) zijnAangezien veevoeder, via de verkoop van vlees in de rijke landen, winstgevender blijkt te zijn dan gewassen die voor menselijke consumptie geschikt zijn, wordt in de Derde Wereld steeds meer veevoeder aangeplant en geproduceerd, met als gevolg dat de lokale elites van de exportinkomsten profiteren, terwijl de bevolking afhankelijk geworden is van voedselimport uit de industrielanden. Deze overschakeling op veevoeder kan zonder veel moeite geregeld worden via directe druk (ontwikkelingskredieten), waartegen de plaatselijke bevolking zich niet kan verzetten, of indirect, via internationale organisaties als de VN of de Wereldbank. George documenteert haar bewering, dat de besluitvormende commissies die zich in de VN met het voedsel-probleem bezighouden, beheerst worden door experten die rechtstreeks met de multinationals verbonden zijn, wat uiteraard een goede samenwerking tussen al deze groepen garandeert en de numerieke meerderheid van de ontwikkelingslanden effectief neutraliseert. Zij steunt daarbij op rapporten van Robert McNamara, de voorzitter van de Wereldbank, een man die men moeilijk met een beroepsrevolutionair of een bevrijdingstheoloog kan verwarren. Het dilemma van McNamara bestaat erin dat hij, enerzijds, tot de vaststelling is gekomen dat grondige politieke en socio-economische structuurhervormingen (anders gezegd: revoluties) noodzakelijk zijn, maar dat hij, anderzijds, voor dergelijke hervormingen geen steun kan verwachten van de VS, Groot-Brittannië, Frankrijk, Duitsland of Japan, die de Wereldbank controleren. George pleit ook de Sovjetunie of kleinere Europese landen niet vrij, maar wijst erop, dat de VS alleen al macht uitoefenen over 2 miljard mensen, een feit dat men omwille van de ‘objectiviteit’ niet uit het oog mag verliezen.
Wat de oplossing betreft, gelooft zij niet dat het volstaat, zonder meer de revolutie te preken of nog in de mogelijkheden van de VN te blijven geloven. De wanverhouding tussen het hoofdstuk dat de oplossing bespreekt en het hele boek (25 van de 400 pp.) is op zich al een aanduiding van het probleem. Wat de Derde Wereld aangaat, pleit zij voor een drastische overschakeling naar een zo groot mogelijke mate van autonomie en een politiek van sociale en politieke hervormingen die ervoor zorgt, de controle over de eigen landbouwpolitiek opnieuw in handen te krijgen. Dit moet gepaard gaan met een toepassing van nieuwe wetenschappelijke inzichten over alternatieve voedselbronnen voor mensen en dieren, die tot nog toe om winstmotieven door de industrielanden verwaarloosd werd. En wat de industrielanden zelf betreft, stelt ze voor, de mensen zoveel mogelijk over de ware gang van zaken te informeren en, via de democratische kanalen, druk uit te oefenen op de politici, de economische machthebbers en de publieke opinie. Daarvoor is het nuttiger ‘de rijken en machtigen te bestuderen, eerder dan de armen en misdeelden’, omdat de sleutel voor het begrijpen van de honger niet in Akkra, maar in New York of Londen te vinden is. Verder pleit ze voor boycot-campagnes tegen ondernemingen die de uitbuiting al te brutaal bedrijven (b.v. Nestlés praktijk met de melkpoeder voor babies), voor directe contacten tussen consumenten in de industrielanden en coöperaties in de Derde Wereld (zoals hier op kleine schaal gebeurt via de Oxfam Wereldwinkels), en voor een resolute en aanhoudende strijd tegen de bewapening. Ze blijft er zich echter van bewust, ‘dat een echte verandering onmogelijk is zonder een radicale verandering van de sociale structuren in de ontwikkelingslanden’. Elckerlyc Eichmann‘Nooit verricht iemand Een gevangenis ergens in Israël, met geslepen tactiek bewaakt. De cel van Adolf Eichmann. In regelmatig verhoor met Avner Less of een vrouwelijke psychiater. Enige getuige de registrerende geluidsband. De periode is 1961, vóór het proces in Jeruzalem. Eichmann reconstrueert zijn leven. Een onopvallende, wat linke jongeman uit christelijk-conservatieve ouders, geboren te Solingen, opgegroeid in Linz. In het begin van de jaren 30 krijgt hij, als vertegenwoordiger voor Vacuum Oil, toevallig contact met de (Oostenrijkse) SS. Onmerkbaar glijdt hij de bende van Heydrich in. Van 1941 af is hij te Berlijn dossierambtenaar; ressort: Endlösung. In de 18 taferelen die het eerste deel uitmaken van Heinar Kipphardts (1922-82) postume drama Bruder EichmannGa naar voetnoot1, zijn de situatie, de personages en het taalgebruik ontleend aan, gebaseerd op het reusachtige protocol (3.564 pp.) dat kapitein Avner Less van zijn ondervraging van Adolf Eichmann heeft opgenomen, tussen mei 1960 en februari 1961Ga naar voetnoot2. Onder het naziregiem een zelfingenomen bureaucraat; nu, na 15 jaar Argentijnse stilte, wil hij alles recht praten. In narratieve kaalheid, zonder zelfverraderlijke adjectiefjes, rechttoe-rechtaan taalgebruik waarin geen ruimte voor gevoelsargumenten is, pathetische zelfrechtvaardiging. De authenticiteit van dit taalgebruik is grotendeels correct, al moest er uiteraard uit het protocol geselecteerd worden (cfr. Eichmann-Protokoll, Berlin, 1982). Wie en wat is de Eichmann van dit Schauspiel? Een dramatische fictie of een gedramatiseerd historisch subject? Is hij een opportunist die zijn vestje schoon wast? Haakt hij zich vast in zijn onberispelijk functioneren-opbevel? Welke graad van oprechtheid is vast te stellen? Welke tactische sluwheid? Welke wroeging of arglist? Welk zelfbedrog of waarheidsstreven? Welke verdringing van intiem schuldgevoel? De organisator van de dood reorganiseert zijn biografie. Dat is de dramatische uitdaging. Ze is geldig. Maar ze zet zich nauwelijks door. Want Kipphardt, die altijd al, schommelend tussen het wonen in de DDR en in de DBR (sedert 1959), meer aan- | |

dacht toonde voor de aanleiding tot de opdeling in beide Duitslanden, voor de nazitijd binnen de mens, geeft middels zijn titel aan dat hij het individualistische feit van Adolf Eichmann een andere dimensie, een afgeleide bestemming wil geven. Eichmann als broeder, als uitwisselbaar iemand, als vertegenwoordiger van iedereen. Eichmann gepromoveerd tot symbool van menselijke potentie in een niet langer toevallige of willekeurige tijd maar in de wereldgeschiedenis. Eichmann zijn wij, door te doen wat hij heeft gedaan, door te dulden waar hij aansprakelijk voor is geweest. Dehistorisering van een identificeerbaar persoon en gebeuren, universalisering tot een kenmerk van menszijn. Wie zou menen dat met deze intentie een soort metafysering plaatsvindt, gokt nochtans verkeerd. Kipphardt leidt het verschijnsel Eichmann immers niet terug tot een adamische schuldigheid, tot een genetische factor, maar projecteert de historische feitelijkheid naar een dramatisch podium toe, waarop allerlei door hem uitdrukkelijk als analogietaferelen gepresenteerde gebeurtenissen plaatsvinden. Een antisemitisch herderlijk schrijven van de bisschop van Linz in 1933 wijst nog op mogelijke conditionering in de tijd en de streek van Eichmanns herkomst; alle andere projecties bouwen associatieve overeenstemming met Eichmanns wandaad op: het getuigenis van een Japans slachtoffer van de atoombom; (fictieve) interviews met Amerikaanse officieren die cynisch koketteren met hun kernraketten; flarden van een B-52-piloot vóór de inzet in Viëtnam; actuele Turkenmoppen van een beduimeld conferencier; een Stammheimbericht van Irmgard Möller van de Rote Armee Fraktion; herinneringen van joodse KZ-gevangenen; zakelijke correspondentie van de IG-Farben met het KZ-Auschwitz; een van terrorisme verdachte Italiaanse bericht over foltering en verkrachting door de politie; de zelfanalyse van een Italiaans verhoor-expert; arrogante verklaringen van de Israëlische minister Sharon; een bericht van een Palestijnse vrouw over het bloedbad van Sabra en Shatila. In de rechtstreekse dramatische handeling passen deze taferelen uiteraard niet; ze zijn bijgevolg duidelijk naar het publiek gericht. De toeschouwers worden ertoe verleid deze gebeurtenissen zo te interpreteren dat ze overeenkomen met wat Eichmann ten laste wordt gelegd. In het tweede deel, dat uit 11 scènes bestaat, is Eichmanns beroep tegen het eerste vonnis reeds verworpen. Centraal staat een ontmoeting (ook deze onbetwistbaar historisch) met een zelf-beroepen Canadees dominee-echtpaar dat Eichmanns ziel alsnog poogt te redden. Hier neemt Eichmann ook afscheid van zijn vrouw en vindt zijn executie (29 mei 1962) plaats. De Canadese dominee peroreert nog even over de verassing en uitstrooiing over de Middellandse Zee, buiten het Israëlische territorium. Het monster Eichmann bestaat dramatisch niet, ontstaat enigszins in het bewustzijn van de toeschouwer, grotendeels echter op grond van de aanwezige informatie over de historische feiten, veel minder op grond van inhoud, gedrag en resultaat van Eichmanns aanwezigheid binnen de tekst. Vanzelfsprekend primeert de onberispelijkheid van de bureaudoder, en zo wordt voortdurend het aspect van de individuele bijkomstigheid beklemtoond, de arbitrariteit van de persoon Eichmann. Tegelijkertijd toch wordt ingehamerd dat waarschijnlijk ook het sterkste argument voor het toeschouwersbewustzijn uitmaakt: de ondergeschikte voert de afschuwelijkste dingen uit onder de bescherming van zijn subjectief geweten met opdracht en bevel. Meteen wordt Eichmanns gedrag symptomatisch, zoniet exemplarisch voor de doorsneeburger, die de autoriteit op haar woord en intentie gelooft, aanvaardt en in praktijk omzet. daan, is gebruikelijk voor alle mensen, in het leven van alledag, in de partijtucht, in de wetenschap, in de huidige opstelling tegenover oorlog en vrede en de kernbewapening. Mij lijkt deze universalisering gewettigd. Hier treedt andermaal (zoals reeds in Der Hund des Generals, 1962; in Joel Brand, 1965; vooral toch in In der Sache J. Robert Oppenheimer, 1964) Kipphardt naar voren in zijn volle ethische perfectie. Geweten kun je niet aan de anderen overlaten. Eichmann domineert uiteraard het hele drama. Hij is niet enkel geïsoleerd door zijn levensomstandigheden (op de enkele begeleiders na), hij is dat vooral ook als dramatische figuur. Er is daarom ook geen wezenlijke dialoog. Kipphardt hoeft het protocol niet eens zó sterk te manipuleren en naar zijn eigen tendens te zetten om aan de lopende band afschuwelijke uitspraken in een logische relatie te citeren. Eichmann heeft het eerste en het laatste woord; het werkelijk laatste heeft weliswaar de dominee, maar die beoordeelt het hele gebeuren vanuit een correctiebehoefte en doorprikt meteen ook, bij alle pastorale ijver, zijn eigen nulliteit. Eichmann wordt op deze wijze binnen een slechts vaag naturalistisch-copiërend decorgeheel geabstraheerd tot zijn eigen essentie, ook een vorm van verassing, een anthologie van gelijkhebberij, van manipulatieve levensbeschrijving. Kipphardt plaatst zijn drama onder het mottoscherm van Pascal. Uitdagend? Wellicht is dat een te beheerste term. De ethische vraag draait dan om het begrip geweten. En Peter von Becker (in Theater heute, maart 1983) wees dan ook terecht op het onderscheid tussen de jurische betekenis die je aan deze term wil geven en de ethische. Kipphardt laat argumenteren met de juridische schuldvraag, maar verwacht van de toeschouwers een ethisch antwoord. Als, mede door de analogietaferelen uitgelokt, de juridische schuldvraag in de plaats van de ethische gaat fungeren, dan, zo stelt von Becker, zitten we akelig dicht in de buurt van een schulduitspraak die Eichmann meteen ontoerekeningsvatbaar verklaart. In deze consequentie is het vonnis van Jeruzalem dan ook een vergissing, zoniet zelf reeds een laakbaar vergrijp. Is deze consequentie bij Kipphardt opgekomen? In de meesten van ons zit meer aanleg tot meelopen dan tot heldendom. Kipphardts ahistoriseringstendens verdonkeremaant - en is dat nog ethisch toelaatbaar te noemen? - het nazi-plan tot een kenmerk van de wereldgeschiedenis. Voorop blijft voor mij nog steeds staan het specifieke, het doelmatige, het systematische van de uitroeiing van een welbepaald fragment van de wereldbevolking. Is dit aspect wezenlijk aan te treffen in de analogietaferelen? Ik zou dan ook niet willen pleiten voor opvoering van dit drama bij ons. Intussen is het toch maar weer een dramatische tekst die dit soort reflectie over wat van de mens is, op gang brengt. Onwillekeurig, maar niet onverwacht, bevestigt daarmee het theater zijn opdracht en functie als ensceneringsruimte van het menselijke geweten.
