In short there is a general and universal confusion thro' all Europe, as great as ever was known. All occasion'd by the intrigues of France at every court, and in every little hole and corner. So that to cut the root, France must be humbled. Those that act upon other principles are traitors to their country, to Europe, and to mankind. How it will be compassed, God knows. If we had a Head, things would go a great run, and France knows it well. She and all her emissarys go on no other ground, and all her friends are the most violent for the maintaining the present disorder here.
