De Berbers in Algerije
| |
Van Jugurta tot de Franse kolonisatieVóór de 7e eeuw waren er in de Maghreb geen moslims of Arabieren. Er werden uitsluitend Berbertalen gesproken. De bevolking was heidens, maar er waren ook belangrijke joodse en christelijke groepen. Er zijn al sporen van een Berberbeschaving vanaf 4.000 v.C. Maar het eerste grote Berberrijk is dat van Carthago (vanaf 1100 v.C.) dat in 146 v.C. het onderspit moest delven voor de Romeinse expansie. Vijf eeuwen lang zou Rome de Berberterritoria blijven controleren. Van de 5e tot de 7e eeuw waren respectievelijk de Vandalen en de Byzantijnen de meesters. Pas in de 7e eeuw begon de Arabische expansie vanuit het Midden-Oosten, met als voornaamste wapen de militante islamitische godsdienst. Vanaf de 8e eeuw was de Arabische dominantie in de Maghreb een feit. In de loop der eeuwen kwamen de Berbergebieden dus onder de hegemonie van verschillende machtscentra. werkelijk bezet: er bleven eigen Berberkoninkrijken bestaan en reeds tijdens de Romeinse expansie luidde het devies van de Berberleider Massinissa!: ‘Afrika aan de Afrikanen’. Jugurta, een andere Berbervorst, maakte de Romeinse provincie Carthago het leven zuur. Maar de Arabische overheersing (vanaf de 8e eeuw) duurde lang genoeg om in de Berberstreken een nieuwe cultuur en godsdienst in te voeren. Grote delen van de oorspronkelijke bevolking namen de Arabische taal over en bekeerden zich tot de islam. Etnisch gezien bleef echter het Berberelement overheersen. De cultuur van de ‘bezetter’ werd dus overgenomen, maar de weinige Arabieren die zich in het verre Algerije kwamen vestigen werden geabsorbeerd door de Berbers. In de eerste eeuw van de Arabische bezetting volgden 23 Arabische gouverneurs elkaar op en in Kairouan heerste tot 908 een Arabische dynastie. Maar van 763 tot de invasie van de Turken in 1534 waren er 9 Berberdynastieën, die zich evenwel tot de islam hadden bekeerd. Na de ineenstorting van het Turkse Rijk in Noord-Afrika kon de koloniale expansie vanuit Europa beginnen. Van 1830 tot 1961 was Algerije Frans bezit. Aanvankelijk probeerden de Fransen een ‘Berber-beleid’ te voeren: door een relatieve erkenning van hun cultuur hoopten zij de Berbers op hun hand te krijgen. Volgens W.B. Quandt, die onderzocht in hoeverre Berbers (voor en na de onafhankelijkheid) tot de politieke elite van hun land zijn gaan behorenGa naar voetnoot1, had deze strategie niet veel succes. Na een tijd liet men het hele plan varen (een generatie later zou het weer uitgeprobeerd worden in Marokko). Vele auteurs menen echter dat het tijdelijk inspelen door de Fransen op het Berber-element een zware hypotheek gelegd heeft op de Berberbeweging na de onafhankelijkheid. De Fransen hadden ondertussen ook al voor een Franstalige elite gezorgd. In een speciaal overzicht n.a.v. de 20e verjaardag van de Algerijnse onafhankelijkheid meent het blad van de illegale Algerijnse communistische partij El-Oumami dat er een band bestaat tussen deze Franstalige elite en de groep die na de onafhankelijkheid (1962) pleit voor een alleenrecht van de Arabisch-islamitische cultuurGa naar voetnoot2. worden teruggedrongen. El-Oumami meent dat de groepen die in de koloniale tijd een geprivilegieerd statuut hadden, naar de Arabisch-islamitische cultuur ‘vluchtten’ om hun positie ook na de onafhankelijkheid te handhaven. Zo ontstond een nieuwe upper-class die geboren was in de schaduw van de koloniale maatschappij. Na de onafhankelijkheid zouden ze ‘de rol van de kolonisten overgenomen hebben’ en ‘de massa's sociaal en economisch verder gemarginaliseerd hebben’. Belangrijk hierbij is de stelling, dat ‘tegelijkertijd ook de talen van de massa's verder werden gemarginaliseerd’. El-Oumami onderkent dus een relatie tussen ‘de kapitalistische ontwikkelingen van het onafhankelijk Algerije’ en ‘de culturele marginalisatie’. Ondanks de pamfletstijl geeft deze analyse toch wel een verklaring voor de principiële terugkeer naar een exclusieve Arabisch-islamitische cultuur in het onafhankelijke Algerije. Waarom erkenden de revolutionaire leiders bij de onafhankelijkheid niet het belang van de Berbertalen, terwijl ze toch beklemtoonden de Algerijnse identiteit te willen herstellen en er onder hen ook tal van etnische Berbers waren, als Krim Bel Kacem, Aït Ahmed, Boudiaf? Aït Ahmed, nu in ballingschap in Frankrijk, heeft daar zelf over gezegd dat er in de periode van de bevrijdingsstrijd een sfeer van exaltatie heerste en dat de drang naar eenheid zo domineerde dat alle ‘patriotten, ook de Berbers onder hen, zich eensgezind rond de Arabische taal schaarden’, in de hoop dat, wanneer de Algerijnse staat eenmaal stabieler en ‘democratischer’ zou zijn, er vanzelf een eigen plaats voor de Berbercultuur zou komen. W.B. Quandt meent dat er wel heel wat individuele Berbers onder de militaire leiders waren, maar dat ze nog niet echt een groep vormden die bestaansrecht voor de eigen cultuur kon eisen. In juni 1962 wordt dan ook door de Nationale Raad van de Algerijnse Revolutie het Programma van Tripoli aangenomen, dat alleen pleit voor het herstel van een Arabische cultuur. | |
Hoe zwaar weegt het culturele element door?Er bestaat weinig eensgezindheid over het aantal Algerijnen dat tot de Berbercultuur gerekend mag worden. Sommigen zeggen 5 miljoen, anderen hebben het over 25% van de bevolking; officiële Algerijnse cijfers zeggen: niet eens 20%. Het probleem is echter dat je strikt genomen niet van één Berbercultuur kunt spreken: er zijn er verschillende. De grootste, meest geëmanicipeerde en cultureel meest bewuste groep vormen de ongeveer twee miljoen Kabyliërs. Zij leven vooral in het gebergte ten oosten van Algiers. de Shawiyas (Shaouias); zij zijn met minder dan één miljoen en leven in Oost-Algerije; ze zijn meer geïsoleerd gebleven en minder dan de Kabyliërs naar de Algerijnse en Franse steden geëmigreerd. Eigenlijk zijn alleen de Kabyliërs en de Shawiyas de dragers van de Berberbeweging. Twee kleinere Berbergroepen, de Mozabieten uit de streek rond Ghardaia (meer Centraal-Algerije) en de Toearegs, nomaden in het zuiden, leven in gesloten gemeenschappen en leggen politiek niet veel gewicht in de schaal. De Berbers zijn dus niet alleen geografisch verspreid, maar ook sociaal onderscheiden. Tegenstanders van een emancipatie van de Berbercultuur wijzen er niet geheel ten onrechte op dat de ‘Berbertaal’ niet meer is dan een groep van dialecten. Veel geschreven taal is er niet. Van een gemeenschappelijke literaire taal is geen sprake en het zou bijvoorbeeld erg moeilijk zijn om die dialecten in het onderwijs te integreren. Een goede reflectie daarvan vormt een lezersbrief in Le Monde over ‘die tweede taal die sommigen willen’. Wordt het een van de Kabylische dialecten of het Mozabitisch, of het Shawiya, vraagt een Algerijns lezer zich af. Het identiteitsprobleem van de Berbercultuur stelt zich ook op een ander vlak. Met uitzondering van de Mozabieten zijn de meeste Berbers soennitische moslims, net zoals alle andere Algerijnen. Er is een nauwe band tussen de islam en de Arabische taal. De islamisering is hier echter sneller gebeurd dan de arabisering. De Berbers zijn dus te beschouwen als nietgearabiseerde moslims. Voorts is er een grote groep Berbers die tweetalig (Arabisch/Berber) of drietalig (Frans, Arabisch, Berber) is. De eeuwenlange overheersing vanuit verschillende machtscentra heeft de Berbercultuur voortdurend in haar ontwikkeling geremd. Ze is echter niet gefossiliseerd tot een louter liturgische taal, zoals b.v. gebeurd is met het Syrisch, dat ook in de grote Arabische ‘natie’ is opgenomen. De voormalige Algerijnse leider Ahmed Ben Bella beklemtoont meer de complementariteit van de Arabische en de Berbercultuur: ‘De Algerijnen zijn in grote meerderheid Berbers; sommigen spreken alleen Arabisch, anderen alleen een Berberdialect, nog anderen spreken beide, maar in overgrote meerderheid behoren de Algerijnen tot de Arabische cultuur’; de Berbercultuur is niet het erfgoed van enkele regio's, maar een inbreng in de hele Algerijnse maatschappij. ‘Een Berbertaal die zich ontplooit naast het Arabisch, is geen amputatie maar een verrijking’. Zo wil Ben Bella duidelijk het bestaansrecht van de Berbercultuur erkennen, zolang het globale cultuurstreven maar niet tot desintegratie en regionalisme leidt. Leopold Senghor, voormalig Senegalees president en vermaard cultuurspecialist, noemt het Berberelement zelfs een constituerend bestanddeel van de Afrikaanse cultuur. ‘Africanité’ omschrijft hij als ‘een dialectiek tussen het negerelement | |

en het Berberelement’. Wat hij beschouwt als de drie essentiële kenmerken van de negerkunst (het symbolische beeld, de polyfonische melodie en het ritme bestaande uit asymmetrische parallellismen) vindt hij ook terug in de Berberkunst. In dit verband is het echter de vraag wat er in Algerije van die Berberkunst nog overblijft. Uitingen van Berbercultuur waren tot voor kort onmogelijk. Vooral initiatieven aan de jonge universiteit van Tizi-Ouzou (in het Berberdistrict Kabylië) werden tegengewerkt. In het eerste jaar van haar bestaan verhinderde de overheid het optreden van een Kabylisch zanger, Aït Menguellat. Het jaar daarop werd een toneelstuk van Kateb Yacine, De Oorlog van 2000 jaar, verboden. Met de opschorting, in maart 1980, van een optreden van de schrijver Mouloud Mammeri liep het echter verkeerd af. Hij zou een lezing houden over oude Kabylische poëzie. Dat was het startsein voor een periode van onrust in heel Kabylië. Een jaar later mochten er wel enkele culturele manifestaties aan de universiteit doorgaan en op radio en tv werd wel eens wat Berbermuziek gehoord. Aït Menguellat, overigens een van de meest bekende en meest contestataire zangers, gaf zelfs een reeks van voorstellingen in het nationaal theater van Algiers. In 1982 werd opnieuw een culturele manifestatie aan de universiteit van Tizi-Ouzou verboden. Wel kunnen vragen rijzen omtrent het soort van Berbercultuur dat aan een wederopleving toe is. B. Etienne en J. LecaGa naar voetnoot3 spreken van een ‘folklorisering’. Zij wijzen b.v. op de verwording van de Berbermuziek: enerzijds is ze geïntegreerd in het nationaal patrimonium, ze wordt geabsorbeerd als ‘Algerijns’ of ‘Arabisch’ en haar culturele eigenheid wordt niet langer beklemtoond; anderzijds wordt ze, zoals in het repertoire van een aantal Zuidalgerijnse orkesten, louter als toeristische attractie gebruikt. In nog andere gevallen wordt ze getransformeerd en gemoderniseerd, en zo ontstond, met name voor de stadsjeugd, een soort van ‘Kabylische popmuziek’. Die aftakeling van de Berbercultuur, gevolg van de eeuwenlange marginalisatie, de verdeeldheid in diverse subculturen en de beperkte profilering ten opzichte van de Arabisch-islamitische cultuur leggen een zware hypotheek op de beweging die de culturele erfenis van de Berbers wil herwaarderen. | |

De arabiserende stroming: een antagonisme met de BerberbewegingIn Algerije is er ook een sterke tendens tot integrale arabisering, vaak uitgaande van studenten en intellectuelen die zich voorbijgestoken voelen door een nog in het Frans gevormde elite. Zij zetten zich af tegen het gebruik van het Frans, b.v. in de administratie, en pleiten voor het klassieke Arabisch. Maar dit laatste betekent dat zij ook het gesproken volks-Arabisch en de Berbertalen terug willen dringen. De arabiserende stroming en de Berberbeweging staan dus diametraal tegenover elkaar. Toen in november 1979 een staking uitbrak onder de studenten van de stad Constantine, breidde deze zich spoedig uit naar de universiteit van Algiers. De studenten eisten een volledige arabisering van het openbare leven, zodat hun opleiding ook werkgelegenheid zou garanderen. Een paar weken later al kondigde het centraal comité van het FLN maatregelen aan om de arabisering van het onderwijs te bespoedigen. Begin 1980 waarschuwde president Chadli Bendjedid de stakende studenten: er was plaats voor dialoog maar niet voor ordeverstoring op grote schaal. De onderwijscommissie van het FLN werkt een plan uit tot arabisering van het hoger onderwijs, de openbare diensten en de economische sector tegen 1985. Het Arabisch zal de enige taal zijn. Er wordt daartoe verwezen naar het Nationaal Charter van 1976, dat de organisatie van de Algerijnse staat regelt en in principe reeds een exclusief recht toekent aan het Arabisch. Daaraan kan niets meer worden gewijzigd; discussies kunnen alleen nog gaan over de vraag hoe de volledige arabisering op de meest adekwate manier bereikt kan worden. Wel wordt nog eens onderstreept dat de arabisering zeker niet het volks-Arabisch wil wegdrukken. Maar aan de universiteit van Algiers was ook een tegenstroming aan het werk: een niet-arabiserende tendens die bestond uit verdedigers van de Berbercultuur, voorstanders van een officiële plaats voor het volks-Arabisch en diegenen die het Frans in het openbaar leven bewaard willen zien, een de facto-coalitie dus van al diegenen die een monopolie van het klassiek Arabisch vrezen. Hier werd de Berberbeweging dus even opgenomen in een meer globale stroming. Maar dat was alleen in Algiers mogelijk, waar de Berberproblematiek niet centraal staat. Aan de universiteit van Tizi-Ouzou, in Kabylië, daarentegen zal ze helemaal niets te maken hebben met de beweging die de privileges van de Franse taal wil vrijwaren. Het ontstaan van een militante Berberbeweging aan de universiteit van Algiers kan zeker mede verklaard worden als een reactie op het optreden van de Arabische ‘monopolisten’. jegens de arabiserende studenten, die haar door de Berbers wordt verweten, vooral omdat zij zelf bijna geen gehoor vinden, kan als volgt verklaard worden. De arabisering was ten slotte al officieel gepland. De studenten eisen alleen dat het sneller gaat. Verder wil de overheid voorkomen dat de moslim-integristen zich met de zaak gaan bemoeien. Immers, ook in Algerije bestaat er naar Iraans voorbeeld een tendens die wil dat de islam de hele openbare orde weer gaat domineren. De radicale moslims zouden de zijde kunnen kiezen van de arabiserende studenten en zo de taal- en sociale beweging doen aanzwellen tot een politiek-religieuze stroming. | |
Tizi-Ouzou: kloppend hart van het Berber-activismeOp het einde van de jaren zeventig wordt in Tizi-Ouzou, in Kabylië, een universiteit uitgebouwd. Van meetaf aan ijveren studenten en docenten voor een erkenning van de Berbercultuur. De culturele manifestaties en protestacties aan deze universiteit vormen de motor voor het hele Berberactivisme. Zij beogen twee dingen: het bevorderen van de Berbercultuur en het uitoefenen van druk op de nationale overheid opdat deze een officieel statuut aan de minderheidsculturen zou toekennen. Vooral in 1980 slagen de studenten erin om heel het district Kabylië bij hun acties te betrekken. (Kaart: zie pag. 838) In 1978, 1979 en 1980 werd hier telkens een culturele manifestatie door de overheid verboden. In maart 1980 kwam het tot een grote demonstratie met leuzen als ‘Halt aan de cultuur-repressie!’, ‘We hebben genoeg van de onrechtvaardigheid’ en ‘het Berbers is onze taal!’ In april gaan de studenten in staking en zetten een eerste structuur op. Structurering was tot dan toe in de Berberbeweging ver te zoeken. De 1.500 studenten van de faculteiten rechten en letteren richten een ‘anti-repressiecomité’ op. De leden wensen anoniem te blijven. Het comité legt de nadruk op het geweldloos karakter van hun acties en op het feit dat ze door niemand worden gemanipuleerd zoals de overheid beweert. Er wordt contact gezocht met de Internationale Liga voor de Rechten van de Mens en met Amnesty International, waaraan gevraagd wordt tussenbeide te komen ten voordele van enkele gearresteerde Berber-activisten. Een bezoek van de minister van hoger onderwijs Berheri aan de stakende universiteit verandert voorlopig niets aan de situatie. Enkele dagen later neemt de zaak een dramatische wending. De ordestrijdkrachten ontruimen de campus en pogen zo de staking te breken. Volgens de studenten zouden er daarbij slachtoffers zijn | |

gevallen. De autoriteiten omschrijven die beweringen als ‘valse propaganda’ en uit getuigenissen van burgers blijkt ook dat de ontruiming zonder al te veel incidenten verliep. Een demonstratie na de ontruiming mislukt door de harde reactie van de politie. Het Algerijnse persagentschap APS maakt ‘de voorlopige sluiting van de universiteit van Tizi-Ouzou’ bekend. Eenentwintig studenten worden gearresteerd, omdat ze contacten zouden hebben met verdachte niet-universitaire organisaties. Op beschuldiging van ‘rebellie en vernietiging van openbare goederen’ worden ze veroordeeld tot gevangenisstraffen van één tot acht jaar. Slechts langzaam keert de rust terug. Op 15 maart 1981 doet vrijwel heel de stad Tizi-Ouzou mee aan een stakingsdag op initiatief van de universitaire gemeenschap. Het is de bedoeling de overheid te herinneren aan de eisen van de Berbers en de discussie op nationaal vlak op gang te brengen. De vorig jaar gearresteerde studenten worden in voorlopige vrijheid gesteld. In april wordt een aantal culturele manifestaties door de overheid toegelaten. De woelige dagen van 1980 worden herdacht. Dit betekende echter niet dat het bestaansrecht van de Berber-cultuur, althans aan de universiteit van Tizi-Ouzou, nu door de overheid was erkend. Het lijkt slechts een tijdelijk pacificerende strategie te zijn geweest. Toen in april 1982 Tizi-Ouzou de tweede verjaardag van de ‘Kabylische lente’ van 1980 wilde vieren, werd net voor de aanvang van de ‘culturele week’ die daarvoor georganiseerd was, het universitaire centrum door de overheid gesloten en door de politie bezet. Wanneer het op 24 april opnieuw geopend wordt, zijn er geen noemenswaardige incidenten, alleen wordt in vlugschriften ‘de willekeurige en schandelijke beslissing van de overheid’ aangeklaagd en worden de andere Algerijnse universiteiten tot solidariteit opgeroepen. Dat is het voorlopige eindpunt in een reeks manifestaties aan de universiteit van Tizi-Ouzou voor het bestaansrecht van de Berbercultuur. Het belang ervan wordt duidelijk als we nagaan welke invloed ze hadden op het omliggende Kabylië. | |
De beweging deint uit over KabyliëHet Berberprotest beperkt zich niet tot wat agitatie aan de universiteiten. Vooral in Kabylië was het grootste deel van de bevolking direct of indirect bij het gebeuren betrokken. In 1980, toen de acties aan de universiteit een hoogtepunt bereikten, waren er voortdurend berichten over solidariteitsacties in diverse middelbare scholen, o.m. aan het lyceum van Arbat-Aït-Irathen. 700 leerlingen van het lyceum Ben-Boulaïd in Aïn-el-Hammam, 50 km van Tizi-Ouzou. Zij stapten dertig km ver naar Arba-Aït-Irathen om de aandacht te vestigen op de eisen van de Berbers. Op enkele honderden meters van hun einddoel keerden zij op verzoek van de politie terug en de demonstratie werd vreedzaam ontbonden. De beweging bleef trouwens niet tot onderwijsinstellingen beperkt. Een eigen, radicale rol heeft het personeel van de kliniek van Tizi-Ouzou gespeeld. Hun actie in april 1980 schiep meteen een precedent: voor het eerst werd er een publieke instelling in het conflict betrokken. De agitatie in de kliniek, die nabij de universitaire campus gelegen is, ontstond toen de leiding van de instelling een schriftelijke ‘steunbetuiging aan de politieke leiding van het land’ opstelde en zich aldus openlijk distantieerde van de woelingen aan de universiteit. Toen bleek dat het personeel daarover helemaal niet was geraadpleegd, brak een hevige reactie los. Onmiddellijk stelden 150 personeelsleden een brief van solidariteit met de studenten op. Er werden moties gestuurd naar de president en naar het ministerie van gezondheid om een einde te maken aan de repressie en een onderzoek van de studenteneisen te vragen. Ook na de grote stakingsdag van 16 april 1980 bleef de kliniek in staking. Pas eind april, bij de ontzetting van de universiteit, werd ze onder dwang weer geopend. Artsen die de actie hadden gesteund, zouden zijn vervangen door militaire artsen. Ook de arbeiderswereld van Kabylië was tot op zekere hoogte bij het conflict betrokken. Het is evenwel niet tot een gecoördineerd arbeidersverzet gekomen. Er waren manifestaties van arbeiders in individuele bedrijven en een zekere globalisering naar aanleiding van de stakingsdagen in heel Tizi-Ouzou en Kabylië. Begin april 1980 was er een eerste actie van arbeiders van een coöperatie in Aïn-el-Hammam, het stadje van waaruit de jongerenmars vertrok. Op de stakingsdag van 16 april lag heel Tizi-Ouzou lam. Ook de voornaamste fabrieken uit de streek staakten; o.m. het textielcomplex van Dra-ben-Khedda waar 4.000 mensen werken. In het bedrijf Sonelec (Société Nationale d'Electricité, 1.000 arbeiders) begon de staking zelfs voor 16 april, nadat enkele mensen die vlugschriften hadden verspreid, waren opgepakt. Kort na 16 april wordt op initiatief van de universiteit een ‘populair coördinatiecomité’ opgericht, waarin naast vertegenwoordigers van de universiteit en het middelbaar onderwijs ook afgevaardigden van de voornaamste fabrieken uit de streek zetelen. De ontzetting van de universiteit luidt een nieuwe fase in. Het verzet wordt grimmiger en blijft niet langer beperkt tot de omstreken van Tizi-Ouzou. Het komt tot regelrechte gevechten tussen jongeren en politie in Tizi-Ouzou, Aïn-el-Hammam, Boghni, Beni-Douala, Larb-Naït Irathe. Er val- | |

len gewonden. Ook in het Sonelec-bedrijf komt het tot rellen en de technische uitrusting wordt gedeeltelijk vernietigd. Een bedrijfsbezetting volgt. De onrust duurt van 21 tot 25 april 1980. Buitenlandse journalisten werden uit Kabylië geweerd en de telefoonverbindingen met de streek waren verbroken. Onder de gearresteerden waren er ook twee vakbondsleiders. Het feit dat de tv beelden van de onlusten liet zien, betekende een officiële erkenning van de feiten. Tevoren had de overheid geprobeerd deze te minimaliseren. Eén keer was zelfs gepoogd een actie van ‘steun aan de politieke leiding van het land’ te ensceneren: leden van officiële organisaties defileerden door Tizi-Ouzou. Maar de volledige staking kort daarna (16 april) maakte de optocht tot een lachertje en ontmaskerde het artificiële karakter ervan. Ook een jaar later, in maart 1981, was er sprake van een actie over heel Kabylië. Het zwaartepunt lag weer in Tizi-Ouzou. Op 15 maart riep de universiteit op tot een stakingsdag. In heel Kabylië bleven de lycea gesloten. | |
Berberbeweging aan de universiteit van AlgiersBuiten Kabylië is de universiteit van de hoofdstad Algiers het belangrijkste centrum van de Berberbeweging geworden, al zijn de Berberactivisten hier in de minderheid. Tot 1973 doceerde hier de dichter Mouloud Mammeri de Berbertaal. Toen werd het vak zonder meer geschrapt. Er bestaat wel een grote gelijkenis tussen de acties aan de universiteit van Algiers en die van Tizi-Ouzou, maar dat wil niet zeggen dat de beweging in Algiers te herleiden is tot een betuiging van solidariteit met wat in Tizi-Ouzou gebeurt. Algiers neemt ook eigen initiatieven. De Berberstudenten hebben hier niet alleen met de politie af te rekenen, maar ook met de arabiserende fractie onder de studenten, die hier veel aanhangers heeft. Op 16 maart 1980 had een eerste demonstratie plaats. Slechts een 200-tal jongeren namen eraan deel, het grootste deel van de studenten liep er niet voor warm. Toch vond de politie het nodig ongeveer veertig mensen te arresteren. Op 7 april demonstreerden er al enkele honderden studenten meer. De politie greep hardhandig in; volgens de studenten zouden er tientallen gewonden en zelfs één dodelijk slachtoffer zijn gevallen; dit laatste werd door de overheid gelogenstraft. Nieuwe manifestaties werden aangekondigd en een staking om de vrijlating van de (honderd) arrestanten te verkrijgen. Enkele dagen na het uitbreken van de staking mislukte een betoging. lang niet de meerderheid van de studenten van Algiers. Ook hier wordt nu (net als in Tizi-Ouzou) een coördinatiecomité opgericht. En wanneer berichten binnenkomen dat de stakende campus in Tizi-Ouzou met geweld is ontzet, komt het op 21 en 23 april ook in Algiers tot een nieuwe uitbarsting. Spoedig echter wordt het duidelijk dat de Berbergezinde en de arabiserende fracties tegenover elkaar staan. Die tegenstelling zal in de daarop volgende maanden de ontwikkeling van een Berberbeweging in Algiers belemmeren. Toch heeft er op 12 mei weer een luidruchtige sit-in plaats om te protesteren tegen de ‘repressie van de Berbercultuur’. De arabiserende studenten verzetten zich tegen een verdere staking. Een jaar later (april 1981) worden ook in Algiers de gebeurtenissen van 1980 herdacht. Aan een gesprek over de Berbercultuur (met o.m. de schrijver en dramaturg Kateb Yacine) op de campus nemen bijna 2.000 studenten en docenten deel. Een maand eerder was trouwens zowel in Tizi-Ouzou als in Algiers weer een leerstoel in de Berbertaal opgericht. In mei 1981 zijn er weer incidenten: 21 militanten van het ‘cultureel collectief’ worden gearresteerd, beschuldigd van verboden wapendracht en het aanzetten tot opstand via vlugschriften; 122 leden van het universitaire personeel en docenten ondertekenen een petitie om hiertegen te protesteren. In oktober gaan de gearresteerde studenten in hongerstaking om ‘hun willekeurige en onrechtvaardige opsluiting’ aan te klagen; hun enige misdaad was te ijveren voor de erkenning en het onderwijs van de Berbertaal en het volks-Arabisch en een ‘echte democratische organisatie van de universitaire studies’. Volgens officiële berichten werd de hongerstaking enige dagen later opgeheven, toen de arrestanten de belofte kregen dat ze snel voor de rechter zouden verschijnen. | |
Een geladen politieke achtergrond?In de jaren 80-81 probeerde de Algerijnse overheid de beweging voor de Berberrechten te discrediteren door haar in verband te brengen met de illegale Algerijnse politieke oppositie. Met name vanuit de universiteiten van Tizi-Ouzou en Algiers is er evenwel herhaalde malen op gewezen dat de Berberactivisten niets te maken hebben met politieke ballingen (in Frankrijk). Wel werd toegegeven dat de politieke oppositie inderdaad pogingen onderneemt om vat te krijgen op de culturele minderheden. Als we het over een mogelijke politieke dimensie van het Berberactivisme hebben, is het in de eerste plaats natuurlijk duidelijk dat strijd voor de erkenning van een cultuur vanzelf al een politieke activiteit inhoudt. echter specifiek ingaan op de mogelijke banden met de illegale Algerijnse oppositie of op de vraag in hoeverre de opposanten erin slagen de Berberbeweging naar hun ideeën te ‘politiseren’. Een eerste belangrijke oppositiefiguur die herhaaldelijk wordt genoemd in de context van de Berberbeweging is Hocine Aït Ahmed, destijds een van de grote leiders van de Algerijnse revolutie, op het ogenblik in ballingschap in Parijs. Toen in maart 1980 op muren en borden langs de weg Algiers-Tizi-Ouzou overal opschriften verschenen met leuzen als ‘Democratie!’ en ‘Aït Ahmed in het land!’, was het duidelijk dat Aït Ahmed precies in die streek waar ook het Berber-activisme bloeit, op aanhangers kan rekenen. Immers het waren waarschijnlijk militanten van het FFS (Front des Forces Socialistes) van Aït Ahmed die verantwoordelijk waren voor de opschriften. Dadelijk begrepen de op dat ogenblik agerende studenten van Tizi-Ouzou dat hierdoor verwarring kon ontstaan met hun beweging. Ze beschuldigen de ‘salon-revolutionairen’ van het FFS ervan de Berberbeweging te willen ‘gebruiken’. Op 7 april werd in Algiers een vlugschrift verspreid dat de oprichting bekendmaakte van een comité dat ‘de Berberkwestie op het politieke vlak wil brengen’. Volgens de studenten kwam ook deze, té radicale tekst weer van FFS-militanten. En op een meeting, een dag later, vonden juist die sprekers veel bijval die ‘mannen als Aït Ahmed, die de beweging gebruiken voor hun politieke come-back’ veroordeelden. Toch blijft het de vraag of er geen gedeeltelijke overlapping bestaat tussen FFS-militanten van Aït Ahmed en Berberactivisten. Het is b.v. opvallend hoe de kleine Kabylische stad Aïn-el-Hammam, het bastion van het FFS in de onafhankelijkheidsstrijd, ook in de Berberbeweging een prominente rol speelt. In Tizi-Ouzou werd ook melding gemaakt van een ‘comité van steun aan de stakende studenten en arbeiders’. Onder die naam werden in april '80 een reeks pamfletten verspreid waarvan de stakende studenten zich distantieerden. Diezelfde maand richtte Aït Ahmed vanuit zijn Franse ballingsoord aan zijn landgenoten een oproep tot kalmte en rust: ‘Alle patriotten moeten het geweld van de overheid beantwoorden met pacifistische vastberadenheid’. In een gesprek met Le Monde, een soort van verklaring van zijn oproep, legde Aït Ahmed wel een verband tussen cultuur en politiek. De bevestiging van de culturele identiteit omschrijft hij als een ‘machtige bron van bevrijding’: ‘Zo wordt de nationale staat de verplichting opgelegd de Berbertaal in dezelfde mate als de Arabische taal politiek en financieel te steunen’. band tussen de Berberactivisten en de politieke ballingen in Frankrijk. Een editoriaal van het persagentschap APS op 8 april 1980 draagt de titel: ‘De duistere plannen van het neo-kolonialisme’ en houdt een scherpe aanklacht in tegen ‘bepaalde broeinesten en organisaties in Frankrijk die voortdurend pogen de zaak van de restauratie van de nationale taal (het Arabisch) tot een twistappel tussen de Algerijnen te maken’. Een andere oppositieleider die door de overheid steeds weer wordt genoemd, is Rachid Ali Yahia, een Kabylisch advocaat die vanuit Frankrijk een oppositiebeweging leidt, het FUA (Front d'Unité Algérienne). Reeds in de jaren veertig botste hij met de centrale overheid in Algiers omdat hij teveel aan de rechten van de Berbers dacht. De Algerijnse tv heeft eens een leraar ten tonele gevoerd die in Tizi-Ouzou was gearresteerd en uitgebreid verklaarde hoe hij door het FUA werd gemanipuleerd. Het Algerijnse weekblad Algérie-Actualités uitte zelfs vage beschuldigingen tegen de Franse geheime dienst en ook werd de betrokkenheid van de Marokkaanse koning Hassan en de voormalige Egyptische president geïnsinueerd. Volledigheidshalve kan hieraan toegevoegd worden dat er heel wat Kabyliërs in Frankrijk verblijven. Enkele malen kwam het zelfs tot Berbermanifestaties in ParijsGa naar voetnoot4. Ook van een andere zijde wordt gewezen op de politieke achtergrond van de Berberbeweging. El-Oumami, het orgaan van de communistische partij, wijst op de sociale onvrede die inherent is aan deze cultuurbeweging, getuige de expliciet politieke inhoud van bepaalde slogans en de betrokkenheid van de arbeiders van grote fabrieken bij de stakingen. W.B. Quandt wijst er voorts op dat er geen trans-nationale Berberbeweging bestaat. Alleen in Marokko leeft er nog een grote Berbergemeenschap, maar er zijn vrijwel geen contacten met de Algerijnse Berbers. Hij analyseert ook de mogelijke politieke slagkracht van de Berberbeweging. Enerzijds meent hij dat een dergelijke cultuurbeweging niet mag worden beschouwd als een relict van een traditionele maatschappij; eerder is ze een produkt van modernisering. De nieuwe maatschappij maakt linguïstische, religieuze, sociale groepen bewust van hun identiteit. Anderzijds is er geen echte aanzet tot een gecoördineerd leiderschap bij de Berbers. De politieke slagkracht van de Berberbeweging zou kunnen toenemen als de regering de Berbercultuur radicaal zou willen uitschakelen (té radicale | |

maatregelen) of anderzijds wanneer het regime liberaliseert en minderheden gemakkelijker aan het woord komen. B. Etienne en J. Leca pogen de verschillende machtsgroepen (zowel aan de zijde van de machtshebbers als aan de zijde van de oppositie) in een model onder te brengen. De politieke macht in het huidige Algerije berust volgens hen bij twee groepen. De eerste groep omschrijven zij als ‘de organische intellectuelen van het type 1’. Deze groep belijdt als ideologie een ‘nationalisme met marxistische inslag’ en stelt de staat en de industriële ontwikkeling voorop. De tweede machtsgroep wordt gevormd door ‘de traditionele intellectuelen van het type 1’. Zij worden gedomineerd en opgenomen door de eerste groep en worden als ‘legitiem’ beschouwd. Hun waarden zijn de soennitische islam en de Arabisch-islamitische cultuur. Daarnaast zijn er een aantal belangrijke groepen die niet onmiddellijk aan het staatsgezag participeren, o.m. de ‘traditionele intellectuelen van het type 3’. Hun waarden zijn ‘berberisme’ en ‘lokalisme’. Zij bevinden zich in een defensieve positie. Nu kan deze groep allianties gaan vormen met de ‘organische intellectuelen van het type 2’, die ook buiten de bestaande orde moet ageren. Het zijn de marxistische nationalisten die als hoofdwaarde de klassestrijd stellen. Het resultaat van een dergelijke alliantie is een soort van gauchistisch streven om de sub-culturen te verdedigen. In de jaren zestig zou volgens de auteurs een poging tot een dergelijke alliantie zijn ondernomen. | |
Naar een nieuwe houding?In 1982 is er in de Berberkwestie een relatieve rust gekomen. In de officiële massamedia wordt een beperkte aanwezigheid van de Berbercultuur getolereerd. Ondertussen houden de officiële instanties zich bezig met het cultureel dossier. Vaak wordt er nog geschermd met het ‘Nationaal Charter’ dat het principiële primaatschap aan de Arabisch-islamitische cultuur toekent. Toch wordt ook op het niveau van de overheid heel wat gediscussieerd. Dat op zich is al een vooruitgang. Er wordt immers door een brede basis deelgenomen aan de discussie. In elk van de ‘kasmas’ (cellen) en ‘dairas’ (onderprefecturen) moet een verslag worden opgesteld van de debatten tussen de leden. Op een hoger niveau wordt daarvan een synthese opgesteld en dat vormt dan weer het basisdocument bij de eerstvolgende sessie van het centraal comité van het FLN. den als Jugurta en ook weerklinkt vaak de eis tot oprichting van centra voor Berberstudies aan de universiteiten. Het Berber-dossier is blijkbaar bespreekbaar geworden. Gewelddadige betogingen en wilde stakingen worden daarmee overbodig. Maar de kalmte in Kabylië betekent niet dat het Berber-activisme dood is. |
