Amerikaanse bisschoppen en bewapeningswedloop Revolutionairen tegen wil en dank

The Christian Century, hét religieuze nieuws van het jaar. Nu, in de komende maanden, zou ze wel eens een van de belangrijkste politieke ontwikkelingen van 1982 kunnen worden. Op 18 november publiceren de bisschoppen namelijk een herderlijke brief over deze kwestie. Daar kunnen wij hier uiteraard niet op vooruit lopen. Maar het kan nuttig zijn enige toelichting te bieden bij het verrassende fenomeen dat de Amerikaanse bisschoppen ineens op de voorgrond treden in een debat dat Europa direct aanbelangt. | |
Achtergrond van de interventieWie in de VS betrokken is bij de discussies over buitenlandse politiek, noteert met verbazing deze plotselinge interventie van de kerk in regeringsaangelegenheden. In het verleden bleef het politieke militantisme van de bisschoppen praktisch beperkt tot het abortusprobleem en het katholiek onderwijs. Wat heeft hen ertoe gebracht, zich in het ingewikkelde debat over nucleaire strategie en wapenbeheersing te wagen? Zelfs sommige bisschoppen vragen zich dat af. Oppositie tegen de regering is geen totaal nieuw feit in de houding van de Amerikaanse hiërarchie. Toen het Hoog Gerechtshof in 1973 de abortuswetgeving versoepelde, manifesteerde de hiërarchie zich als een belangrijke politieke factor. De tegenstand die zij toen ondervond, ontwikkelde haar politieke finesse en verstevigde haar solidariteit. Volgens sommige waarnemers deed in feite de kordate toon in de discussie over abortus de bisschoppen, misschien tot hun eigen verbazing, in het nationale debat over de defensiepolitiek belanden. Als zij zo angstvallig het recht op leven voor het ongeboren kind verdedigden, moesten zij consequent en even hardnekkig zich voor dezelfde waarden inzetten in een campagne tegen nucleaire escalatie. Als zij zwegen over de immoraliteit van de doctrine van fatale wederzijdse vernietiging, zouden zij blijk geven van inschikkelijkheid tegenover die enorme en wellicht ultieme bedreiging voor de mensheid. Zij zouden op zijn minst de indruk wekken van een kortzichtige moraal, die alleen in vruchtafdrijving een aanslag op het leven ziet. Degenen die met hand en tand een verruimde visie van het recht op leven voorstonden, ook dus inzake defensieproblemen, waren ongetwijfeld vooral de vierenvijftig bisschoppen die lid zijn van Pax Christi, de beweging die zowel pacifisten als aanhangers van de theorie van de rechtvaardige oorlog telt. accent dat door het Tweede Vaticaans Concilie werd gelegd op de bisschoppelijke collegialiteit, ook die van de diverse nationale bisschoppenconferenties. Gesterkt door die reaffirmatie van de bisschoppelijke autoriteit, nader tot elkaar gekomen door hun regelmatige bijeenkomsten en in het besef van hun specifieke taak, een moreel oordeel te vellen over de politiek van hun eigen regering betreffende haar nucleaire strategie, zijn de bisschoppen van de VS in deze kwestie tot een avant-gardepositie in de kerk gekomen. Terwijl pauselijke uitspraken tot nog toe alleen maar kernaanvallen veroordeelden die de burgerbevolking treffen, verwerpt de Amerikaanse hiërarchie elk gebruik van een nucleair strategisch arsenaal. Bovendien noemt zij alleen al de dreiging met het gebruik van dergelijke wapens in hoge mate immoreel. Op het eerste gezicht kan het vreemd lijken dat de Amerikaanse kerk in een zo delicate kwestie als de globale ‘veiligheid’ vooruitloopt op Rome. Het gaat hier toch om een zaak die direct onder de doctrinele verantwoordelijkheid van de universele kerk ressorteert, niet om een parochiale kwestie. Maar de noodzaak, uitsluitsel te geven over de morele aanvaardbaarheid van de doctrine van fatale wederzijdse vernietiging, weegt veel zwaarder en beklemmender op de kerk in Amerika dan waar ook ter wereld, kennelijk ook zwaarder dan in Rome. Van alle landen die open staan voor religieuze beïnvloeding, zijn de VS de enige natie die deze apocalyptische dreiging in het vooruitzicht stelt en ze ook geloofwaardig maakt. In die zin is het morele aspect van de afschrikking grotendeels, zij het niet uitsluitend, een Amerikaans probleem. Vanaf het ogenblik dat de bisschoppenconferenties, in de geest van Vaticanum II, zich terdege bewust werden van hun lokale verantwoordelijkheid, bleek het onvermijdelijk dat de Amerikaanse hiërarchie het initiatief zou nemen tot het formuleren van een veroordeling die al te lang was uitgesteld. | |
De traditionele leer van de kerkZonder Vaticanum II was de Amerikaanse kerk waarschijnlijk blijven zwijgen. Het concilie gaf de bisschoppen weer stem. Vijftien jaar later nochtans, in 1979, had hun boodschap nog een traditioneel karakter: op de hedendaagse realiteit van het nucleaire tijdperk pasten zij de klassieke leer van het beperkt recht op oorlogvoeren toe. Expliciet steunend op de scholastieke leer van het beperkt recht op zelfverdediging, hernieuwt kardinaal Krol de absolute en ondubbelzinnige veroordeling door Vaticanum II van elke oorlogsdaad die gericht is op een niets ontziende vernietiging | |

van hele steden en regio's met hun burgerbevolking (Gaudium et Spes, 80): ‘Wij erkennen dat bepaalde vormen van oorlogvoering moreel gewettigd kunnen zijn, maar zijn van mening dat een kernoorlog met gebruikmaking van oncontroleerbare vernietigingswapens het recht op zelfverdediging te buiten gaat.’ Uit deze verklaring blijkt niet uitdrukkelijk en formeel wat nu precies aan het standpunt van de bisschoppenconferentie ten grondslag ligt. Maar er is wel uit op te maken dat de bisschoppen weten - en die idee staat centraal bij hun overwegingen - dat elke strategische kernoorlog onherroepelijk het risico insluit van een escalatie die aan elke menselijke controle ontsnapt. Iedereen is het er immers praktisch over eens dat een kernoorlog nooit tot militaire doelwitten beperkt kan blijven. Politici weten net zo goed dat een kernoorlog onvermijdelijk aan de menselijke controle moet ontsnappen. In een toespraak aan de Georgetown University in Washington heeft de voormalige staatssecretaris Haig dat nog eens treffend geformuleerd: ‘Een soepele afweertactiek steunt niet op de premisse, dat een kernoorlog controleerbaar is. De Amerikaanse regering en haar bondgenoten zijn tot de overtuiging gekomen dat een kernoorlog, eenmaal losgebroken, aan een dergelijke controle ontsnapt. Zij houden het dus eerder bij een strategie, gebaseerd op het afschrikkingseffect van een mogelijke nucleaire tegenaanval, zonder dat die stap, hoe dan ook, automatisch zou worden gezet.’ Een andere formulering van deze afschrikkingstheorie lezen we in een hoofdartikel van de New York Times (Pasen 1982). Ook daar wordt gesteld dat de realiteit van de dreiging wezenlijk steunt op de onmogelijkheid om ze onder controle te houden. ‘Genoeg kernwapens betekent uiteindelijk: genoeg om een kernoorlog ondenkbaar te maken, onuitvoerbaar, zonder enige kans op overleven’. Zich bewust van een dergelijke consensus in politieke kringen, beklemtoonden de bisschoppen dat iets wat oncontroleerbaar is, niet op gang gebracht mag worden. Met de consequenties van een mislukte afschrikkingsstrategie voor ogen veroordeelden zij met klem elke militaire politiek gebaseerd op de ijdele hoop dat een dergelijke tactiek niet kan falen. Volgens het criterium van een rechtvaardige oorlog, waarop de kardinaal in zijn toespraak zinspeelde, mag een daad van wettige zelfverdediging nooit rechtstreeks op de burgerbevolking gericht zijn en moet de balans tussen positieve en negatieve gevolgen van de oorlog in evenwicht blijven. lang de escalatie van geweld niet uit de hand loopt, is een oorlog waarover men kennelijk geen controle meer heeft, volgens de traditionele leer van de kerk verboden. Krol paste daarmee gewoon de traditionele kerkelijke leer toe op het atoomtijdperk. Hij herhaalde verder de veroordeling die vroeger door de Amerikaanse hiërarchie was uitgesproken (To Live in Christ Jesus. A Pastoral Reflection of the Moral Life, 1976) tegen de nucleaire afschrikkingsstrategie: ‘De morele overtuiging dat zowel het gebruik van kernwapens als de intentie daartoe - vervat in onze afschrikkingspolitiek - verwerpelijk is, is een fundamenteel principe in het standpunt van de Bisschoppenconferentie in de VS.’ Daarmee werd zelfs het dreigen met het gebruik van kernwapens veroordeeld. Maar op welke argumenten steunde die veroordeling? De verklaring van 1976 waaraan Krol refereerde, sprak zich daar al evenmin duidelijk over uit. In afwachting dat de argumentatie wordt toegelicht in de herderlijke brief van 18 november a.s., moeten wij het voorlopig houden bij de argumenten die uit de algemene principes van de moraaltheologie zijn af te leiden. Het meest voor de hand liggende principe is, dat het ongeoorloofd is alleen al de intentie te hebben iets te doen dat ernstig immoreel is. De bedoeling een moord te bedrijven b.v. is even immoreel als de daad zelf. Politieke gezagdragers mogen dus niet ernstig in overweging nemen de dreiging met kernwapens uit te voeren. Ook als bluf kunnen ze een dergelijk ultimatum niet hanteren. Succes daarmee hebben zij alleen als ze ook hun eigen landgenoten voorliegen. En de natie duperen in een zo vitale aangelegenheid als de nationale veiligheid zou het toppunt van verraad zijn, een verfoeilijk misbruik van constitutioneel gezag. Met hun veroordeling van het in overwegingnemen van of de loutere dreiging met het gebruik van strategische kernwapens gingen de bisschoppen een stap verder dan in hun vroegere verklaring, waarin zij alleen het gebruik van (of de dreiging met) kernwapens tegen stedelijke agglomeraties verwierpen. Nu verwierpen zij elk gebruik van deze strategische systemen tegen om het even welk doelwit, zelfs als represaillemaatregel. Bovendien bracht kardinaal Krol in latere interviews nog een nieuwe nuancering aan. Daarover ontstond een controverse, die de kerk nog steeds in beroering houdt en menig commentator van bisschoppelijke initiatieven blijft intrigeren. Hij maakte namelijk een fundamenteel onderscheid tussen de dreiging met (of het gebruik van) nucleaire systemen en het louter bezit ervan. elke oproep tot unilaterale vernietiging van de kernwapens zelf. Erop wijzend dat het bestaan van wapens de bezitter niet noodzakelijk verplicht ze te gebruiken, pleitte hij voor een graduele en wederzijdse afslanking van het nucleair arsenaal, maar niet voor een eenzijdige ontwapening. In het besef dat een overhaaste unilaterale ontwapening de VS op een onverantwoorde wijze zou beroven van een sterk pressiemiddel om de Sovjets tot een parallelle reductie van hun arsenaal te dwingen, stemmen de bisschoppen in met de nationale politiek die gekant is tegen de ontmanteling van strategische systemen, tenzij dit gepaard gaat met wederzijds bindende en verifieerbare reglementeringen inzake wapenbeheersing. Door het onderscheid tussen dreiging (of gebruik) enerzijds en aan de andere kant bezit mits verscherpte controle, willen de bisschoppen recht laten wedervaren, zowel aan de dringende noodzaak tot beperking van het geweld als aan de eisen van de nationale en internationale veiligheid. Ze weten maar al te goed dat niet alleen de veiligheid van de VS, maar ook die van hun Europese (en Japanse) bondgenoten steunt op de multilaterale verdragen die de verbintenissen van de VS betreffende de nucleaire strategie codificeren. Zij willen dan ook de huidige bereidheid van het Amerikaanse beleid tot gebruik van kernwapens afremmen; die achten zij onverenigbaar met de leer van de kerk over het beperkt recht tot gebruik van geweld. Maar tegelijk accepteren zij dat een overhaaste ontmanteling de stabiliteit van het hele internationale bestel in gevaar zou brengen, met name de binnen- en buitenlandse politiek van de bondgenoten van de VS. | |
Een gepassioneerde discussieZoals gezegd, bracht dit klassieke casuïstische onderscheid tussen het recht om kernwapens te gebruiken of ermee te dreigen en het recht om kernwapens, mits een resolute wil tot beperking door een controle-akkoord, in bezit te houden, een geweldige discussie op gang. Zelfs de Bisschoppenconferentie is hierover verdeeld. De argumenten die dit onderscheid moeten rechtvaardigen, zullen ongetwijfeld het centrale thema vormen van de met ongeduld verwachte herderlijke brief van november. In afwachting daarvan kunnen misschien de volgende argumenten worden aangevoerd. Het instandhouden van een strategisch arsenaal met afwijzing van elk gebruik ervan kan gerechtvaardigd worden als afschrikking tegen een eventuele Russische agressie. Die afschrikking is pas efficiënt wanneer het nationale beleid de intentie inhoudt, de bedreiging in bepaalde omstandigheden ook uit te voeren, dat spreekt vanzelf. Met het oog op de aan de gang | |

zijnde discussie moet daar echter aan worden toegevoegd: zelfs als de Amerikaanse regering in de toekomst eenzijdig zou afzien van het recht om dit arsenaal te gebruiken (of ermee te dreigen), dan nog zou de tegenstander terugdeinzen voor een avontuur. Terwijl de meeste critici van het bisschoppelijke standpunt twijfelen aan het afschrikkend effect van een strategisch systeem, als de regering de intentie laat varen om het ook te gebruiken, is er volgens de bisschoppen zelf een redelijke kans dat de Sovjetleiders de dreiging reëel blijven vinden: ze blijven waarschijnlijk sceptisch staan tegenover de oprechte (en niet alleen officieel gemanifesteerde) wil van onze politici, en de fysieke potentialiteit van het arsenaal blijft behouden, voor het geval dat de VS op hun beslissing zouden terugkomen. Op het ethische vlak wordt deze analyse door ernstige en bevoegde critici aangevochten. Ze erkennen haar politieke verdienste, maar trekken de morele waarde in twijfel van een veiligheid die gebaseerd is op het scepticisme van de Sovjets omtrent de ware intenties van de VS. De bisschoppen redeneren anders: een eventuele verkeerde berekening van de Russen omtrent de oprechtheid van de VS ligt niet in de bedoeling van de Amerikaanse regering en is evenmin haar schuld; daarom achten zij vooralsnog het beleid dat zij voorstaat, niet moreel onverantwoord. Kortom, de Amerikaanse oprechtheid mag niet de gijzelaar zijn van het Russische wantrouwen. Als dit cruciale onderscheid dat de bisschoppen maken tussen gebruik van (of dreiging met) strategische kernwapens en het bezit ervan, opnieuw geaffirmeerd wordt, is ook heftige weerstand te verwachten van allen die wapenbeheersing nastreven. Amerikanen hebben immers de hardnekkige neiging om moraliteit en legaliteit gelijk te stellen en morele verplichtingen op het internationaal vlak derhalve te reduceren tot verplichtingen die vastgelegd kunnen worden in internationale verdragen. Moraliteit is een kwestie van contract: alleen die beperkingen op je vrijheid dien je te respecteren die je aanvaard en vastgelegd hebt in een bilateraal of multilateraal akkoord. In dat perspectief is een rechtvaardige oorlog elke oorlog waarmee de twee parijen van te voren instemmen, zelfs als dat inhoudt, zoals duidelijk het geval is in SALT II, dat burgers uit beide kampen als doelwit mogen dienen en beiderzijds met totale uitroeiing bedreigd worden. Wordt legaliteit de maatstaf voor de morele verplichtingen, dan valt het accent onvermijdelijk op de reductie van materiële middelen (van wapens), eerder dan op het verzaken van perfide bedoelingen (de intentie om in bepaalde omstandigheden burgers als doelwit te kiezen). Elke partij accepteert een vastgestelde limiet op een bepaalde (controleerbare) wapenvoorraad; en beide partijen blijven moreel vrij dat arsenaal | |

ook te gebruiken op om het even welke manier die in de wettelijke overeenkomst niet uitdrukkelijk uitgesloten is. Deze merkwaardige substitutie van morele verplichtingen (unilateraal en onvoorwaardelijk) door wettelijke contracten (bilateraal en voorwaardelijk) is natuurlijk onverenigbaar met een katholieke mentaliteit. Je kunt niet zeggen, zoals de gangbare Amerikaanse opinie doet, dat de morele verplichting inzake nucleaire afschrikking niet verder reikt dan een streven naar wapenbeheersing. Een legale wapencontrole is van cruciaal belang, maar van veel groter belang nog is de unilaterale bereidheid om af te zien van bepaalde strategieën zoals het treffen van de burgerbevolking. Waar het gaat om oorlog of vrede, zoals trouwens in andere belangrijke ethische kwesties, is je morele verantwoordelijkheid niet afhankelijk van de bereidheid van je tegenstander om wederzijdse verplichtingen aan te gaan. De bisschoppen zullen hun enorme invloed niet in de eerste plaats richten op steun aan de pogingen om de nucleaire arsenalen van de grootmachten drastisch in te krimpen. Voorlopig althans beperken zij zich ertoe, de legitimiteit aan te vechten van het gebruik (of de dreiging met gebruik) van wapens waartoe de controle-akkoorden machtiging verlenen. Dat zal vele rechtgeaarde burgers die niet vertrouwd zijn met de intellectuele katholieke traditie, ontgoochelen: de indruk wordt gewekt dat de hiërarchie de netelige politieke en diplomatieke discussie uit de weg wil gaan en zich verschuilt achter een vermanende vinger aan het adres van de regeringsleiders van alle partijen, hen bezwerend de apocalyps alsnog af te wenden. Vanuit hun eigen morele traditie zetten de bisschoppen andere prioriteiten voorop dan de legalistische wijsheid van de voorstanders van wapenbeheersing in de VS. Vermoedelijk zullen zij op hun standpunt blijven en onvermoeid blijven onderstrepen dat het fundamentele probleem niet ligt in het stockeren van wapens, maar in de menselijke wil. | |
Andere bisschoppelijke interventiesMijn presentatie van de huidige stand van de katholieke leer betreffende de moraliteit van de Amerikaanse afschrikkingsstrategie wekt misschien de indruk dat de bisschoppen het allemaal roerend eens zijn en dat in deze zaak het laatste woord reeds is gesproken. Maar dat is helemaal niet zo. De situatie verandert van dag tot dag. Van de 350 Amerikaanse bisschoppen en aartsbisschoppen hebben er al verschillende een herderlijke brief over dit onderwerp aan hun eigen volk geschreven; anderen bereiden, in samenwerking met experts, zo'n brief voor. zijn bijzonder relevant. Ze illustreren hoe spectaculair de nieuwe collegialiteit er soms in slaagt, de morele bezorgdheid én visie van een lokale kerk onder de aandacht te brengen van de universele kerk. In de eerste plaats het standpunt van Mgr. R. Hunthausen, aartsbisschop van Seattle, WashingtonGa naar voetnoot1. In zijn aartsbisdom, in de baai van Puget Sound bij Bangor, is een van de twee Amerikaanse basissen voor nucleaire aanvalsduikboten ondergebracht. Hij stelde de aanwezigheid van schepen met raketinstallaties in de wateren rond de stad openlijk aan de kaak en noemde de basis ‘het Auschwitz van Puget Sound’. Na zeven maanden van kennelijk zware gewetenstwijfel maakte hij ten slotte in februari jl. bekend, dat hij persoonlijk de helft van zijn inkomstenbelasting niet meer zou betalen, als publiek protest tegen het aanwenden van overheidsgelden om wapens te fabriceren waarvan hij het gebruik immoreel achtte. In een brief aan zijn gelovigen, waarvan een groot deel werkzaam is in de wapenindustrie, zette hij uiteen hoe hij tot deze riskante gewetensbeslissing was gekomen. Aan de oorsprong ervan lag een gebeurtenis van zevenendertig jaar geleden. Als jongeman was hij geschokt door de atoomaanval op Hiroshima en Nagasaki. In de daaropvolgende jaren, als seminarist, hoogleraar in de scheikunde, president van Carroll College in Montana en nadien in dezelfde staat bisschop van St.-Helena, werd hij niet meer rechtstreeks geconfronteerd met de ethische problemen van een kernoorlog. Maar toen hij in 1975 aartsbisschop van Seattle werd, met die nucleaire basis in de buurt, moést hij wel partij kiezen. Door zijn openlijk protest tegen de voorbereiding van een kernoorlog, een onvoorstelbaar veel grootschaligere herhaling van het bombardement dat hem als jongeman zo had getraumatiseerd, hoopte hij anderen te stimuleren om zijn voorbeeld te volgen. Als een respectabel aantal burgers die weg volgt, wordt de regering misschien gedwongen terug te komen op haar besluit om die wapens in bepaalde - lang niet denkbeeldige - omstandigheden werkelijk te gebruiken. De toelichting van Mgr. Hunthausen kan verhelderend zijn voor sommigen in Europa die geschokt waren door zijn radicaal standpunt. Ze laat zien hoe de Amerikaanse visie op een mogelijke kernoorlog iets unieks heeft: wij zijn namelijk de enige natie die effectief van dergelijke wapens gebruik heeft gemaakt. De generatie waartoe Hunthausen behoort, raakt die herinnering nooit meer kwijt. Wie in Europa niet goed begrijpt waarom de Amerikaanse kerk zich zo intens met deze morele vraag bezighoudt, | |

moet maar eens in de huid proberen te kruipen van mensen die zich metterdaad aan een atoomaanval schuldig hebben gemaakt. Amerikanen hebben die verbeelding niet nodig, hun herinnering volstaat. Een ander protest ging uit van Mgr. Leroy Mathiesen, bisschop van Amarillo (Texas), tegen het in zijn diocees gevestigde assemblagebedrijf Pantex, dat de produktie verzekert van alle kernkoppen in de VS. De bisschop zette de katholieke bedienden van Pantex ertoe aan een andere baan te zoeken. Al zijn collega's in Texas verklaarden zich solidair met deze manier om de traditionele morele principes van de rechtvaardige oorlog op plaatselijk niveau toe te passen. Zoals hij zelf uitlegde, was Mathiesens optreden geïnspireerd door een gesprek met een katholiek employé van Pantex, die hem zijn gewetensbezwaar was komen voorleggen. Na rijp beraad riep de bisschop alle werknemers in het bedrijf op, zich over dezelfde vraag te bezinnen. Met het resultaat dat nog zes anderen voor hun job bedankten. Deze twee bisschoppelijke interventies, die overigens niet zonder respons bleven in andere diocesen waar eveneens ‘plaatselijke’ defensie-installaties gevestigd zijn, belichten een ander facet van de bijna dagelijkse evolutie van de kerkelijke leer over deze kwestie. Terwijl kardinaal Krol in 1979 het bezit van strategische afschrikkingswapens nog moreel aanvaardbaar achtte, als het kleinste van twee kwalen, zolang tenminste getracht werd om tot een bilaterale wapencontrole te komen, veroordeelden de twee geciteerde bisschoppen, in hun eigen diocees, gewoon elke medewerking bij de produktie of het onderhoud van de wapensystemen zelf. Maar tegen deze visie gaan dan weer andere stemmen op, minder talrijk misschien, maar even gezaghebbend en competent. Vooral die van kardinaal Cooke, die naast het aartsbisdom New York alle Amerikaanse strijdkrachten over de hele wereld onder zijn jurisdictie heeft. In zijn herderlijke brief van Kerstmis 1981 aan de katholieke militairen verzekerde hij nogmaals: ‘Wij hebben het recht anderen door afschrikking van een aanval af te houden, door duidelijk te laten zien dat wij (met kernwapens) terug kunnen slaan’. Cookes uitspraak maakte ophef en werd in brede kringen beschouwd als een schot voor de boeg in de discussie die onder de bisschoppen aan de gang is met het oog op hun voor november aangekondigde brief. Zonder het standpunt van Krol te desavoueren scheen Cooke, door zijn zorgvuldige formulering, de best mogelijke presentatie te geven van de morele aanvaardbaarheid van de nucleaire afschrikking. Terwijl het koor van bisschoppen steeds polyfonischer gaat zingen, gaan sommigen misschien alweer nostalgisch terugverlangen naar de goede ouwe tijd toen het nog gold: ‘Roma locuta, causa finita’. | |

Een met spanning verwachte herderlijke briefPolyfonie kan ook kakofonie worden. Op zijn jaarlijkse bijeenkomst in Washington, in november 1980, besefte de National Council of Catholic Bishops dat gevaar. Zij richtten een commissie op over Oorlog en Vrede, onder voorzitterschap van Mgr. J. Bernardin, en met leden uit alle katholieke gelederen en van verschillende strekkingen. Op de Conferentie van november 1981 bracht deze commissie haar eerste rapport uit. Het was een model van evenwichtige en nauwgezette kritiek op het huidige Amerikaanse defensiebeleid, al hield het ten volle rekening met de onmiskenbare dreiging die het gedrag en de handelingen van de Sovjetunie vormen voor de veiligheid van de VS en hun bondgenoten. Bernardin beloofde de Conferentie van 1982 een ontwerp voor te leggen voor een herderlijke brief, die een vernieuwde theologie van de vrede zou schetsen met een speciaal accent op het morele aspect van de nucleaire afschrikking. Nogmaals, op de inhoud van die brief kunnen we niet vooruitlopen. Maar naar alle waarschijnlijkheid zal alvast één heet hangijzer uitdrukkelijk en in detail worden aangepakt: de verplichtingen van katholieken die uit hoofde van hun beroep ingeschakeld zijn in het commando-circuit van de dreiging met of effectieve uitvoering van een nucleaire aanval. De primaire pastorale verantwoordelijkheid van de bisschoppen is immers, hun gelovigen duidelijk te informeren over de morele implicaties van de officiële verklaringen die de kerk tot nog toe over de moraliteit van de nucleaire afschrikking heeft afgelegd, met name die van kardinaal Krol voor de senaatscommissie. Over die implicaties bestaan op het ogenblik de grootste meningsverschillen. Een officieel kerkelijke interpretatie van de morele aansprakelijkheid van militairen is er nog niet. Moralisten echter hebben al laten verstaan - zonder door de bisschoppen te worden tegengesproken - dat het standpunt van de hiërarchie katholieken die beroepshalve verantwoordelijkheid dragen bij het uitvoeren van nucleaire afschrikkingsstrategieën (of zelfs de dreiging ermee) de verplichting oplegt ontslag te nemen. Deze forse conclusie volgt uit het feit dat deze mensen voor een onoplosbaar dilemma staan: in geweten verplicht een bevel tot een nucleaire aanval (of de dreiging ermee), niet uit te voeren, zijn ze anderzijds gebonden door hun beroepseed, die hen verplicht in bepaalde omstandigheden een dergelijk bevel wel op te volgen. Hun pastorale verantwoordelijkheid zou de bisschoppen dus ertoe dwingen, de conclusie te trekken die onvermijdelijk voortvloeit uit hun verklaring van 1979: katholieken die in zulke situaties verkeren, zijn verplicht ontslag te nemen. ren zijn katholiek. Als de bisschoppen dit standpunt innemen - en het lijkt onontkoombaar - zou dat een schok teweegbrengen in het hele land en in het privé- en gezinsleven van de mensen die een dergelijke professionele verantwoordelijkheid dragen. Op grond van dezelfde redenering lijkt het voor de hand te liggen dat katholieken ook geen civiele functies mogen bekleden met verantwoordelijkheid inzake nucleaire afschrikkingssystemen: president, vice-president, staatssecretaris van buitenlandse zaken of van defensie enz. In afwachting van de herderlijke brief zijn katholieke officieren en zelfs leden van een van de vier hogere militaire scholen de consequenties van de aangekondigde brief voor hun privé- en beroepsleven al aan het onderzoeken. | |
Een revolutie?De Amerikaanse bisschoppen hebben zich aldus ontpopt als authentieke revolutionairen. Hun brief zal zwaar doorwegen in het politieke debat over de uitvoerbaarheid van de nucleaire afschrikking, een debat dat met de dag explosiever wordt. Waarschijnlijk heeft hij het effect van ‘a shot heard around the world’, zoals het eerste salvo van de Amerikaanse revolutie in 1775. De interventie van de bisschoppen in de politieke arena zal de internationale politiek grondig wijzigen. Maar is het een redelijke revolutie? Zal de verklaring van de bisschoppen op een verantwoorde wijze tegemoetkomen aan een dubbele eis: die van het morele leiderschap van een kerkelijke overheid in de enige supermacht die open staat voor religieuze beïnvloeding, en die van de internationale verantwoordelijkheid van diezelfde supermacht? De eerste reacties, binnen en buiten de VS, wijzen al op enige twijfel daaromtrent. Velen zullen de brief een compromis vinden tussen tegenstrijdige morele normen: vermoedelijk zal hij het bezit van grote nucleaire arsenalen blijven tolereren, op voorwaarde dat deze door akkoorden van wapencontrole gereduceerd worden. Of men zal aanvoeren, dat moreel gezien niet genoeg rekening wordt gehouden met de ‘kosten en baten’ van de nucleaire afschrikking. Anderen daarentegen zullen het document wraken omdat het geen oog heeft voor de eisen van een nucleaire afschrikking: die worden door een kerkelijk verzet tegen de morele legitimering van het gebruik ervan gecompromitteerd. Niemand zal waarschijnlijk helemaal tevreden zijn met het resultaat van het bisschoppelijk overleg. Dat is vaak het lot van revolutionairen. |
