The Secretary of Education, William J Bennett, acknowledged at a news conferences that six states, plus four others had fallen short of meeting goals and timetables set in 1978 for minority recruitment, faculty hiring and improvement of curriculums and facilities. 1964, and in particular with Title VI, which can halt Federal assistance to institutions found to discriminate on the basis of race, color or national origin in programs or activities that receive money from the Education Department. The other four states mentioned were Arkansas, North Carolina, South Carolina and West Virginia.
