Last October, the Department of Housing and Urban Development charged the Boston Housing Authority with intentionally discriminating against minorities. ‘The situation is a particularly egregious one,’ wrote the magazine. Between 1983 and 1985, minorities, who constitute more than four fifths of those on the waiting list for public housing, generally received worse apartments than whites. And they had to wait, on an average, nine months longer. In white South Boston, during the same period, officials simply refused to assign any public housing to minority families.
