The small, impoverished town of Keysville, 120 miles south of Atlanta, Georgia finally re-established local government that had been dormant for 54 years. Black candidates won the posts of mayor and four of the five council seats in a

close election in this town of 300 people. According to observers 90 percent of the black voters and 80 percent of the whites cast their ballots. Emma Grehsam (64) and a retired black schoolteacher won the mayor's race. ‘I am convinced,’ she told the Times, ‘that we won a victory, but the battle is not over. It's terrible, but it seems that some people in this town want us to remain the way we were in 1933.’^198.
