The group called on the department to reconsider the applications of minority group candidates rejected since 1979, the year in which testing was started for all uniformed police forces. The department's Chief of Personnel, Anthony M Voelker rejected the criticism. He said, ‘Blacks pass the psychological test at about 90 percent the white rate.
