My Dear Lord, I am glad I can at last acquaint you that the secret conference for foreign affairs, Count Sinzendorf, and myself, have provisionally adjusted an Act for the Concurrence of the Republick, as a principal contracting party to the Treaty of Vienna. This Act went by a courier last Saturday to Vienna; and was sent at the same time to the respective provinces here for their approbation. I can not by the post send you a copy of that Act, but as the points it contains are very few, and in my mind, very insignificant; I hope the Court of Vienna will make no great difficulty of approving it. In which case, the whole matter will be finally concluded here soon after the return of Count Sinzendorf's courier. The Republick on one hand sees the advantage, and the necessity of their entering into the Treaty, and the Emperor on the other knows how imperfect it would be without their concurrence; so that there is no danger of their not agreeing.
Our affairs with Spain seem to go well, and the Treaty of Seville in a fair way of being executed; when that is once done, and the Treaty of Vienna compleated, and well settl'd; we may hope to enjoy perfect tranquillity; or at least to be in a condition of not fearing those who would disturb it.
