en teksten mee. Het is dan ook geen wonder dat ik nog nauwelijks onderscheid kan maken tussen zijn opvattingen en formuleringen en de mijneGa naar voetnoot3. Ik wil maar zeggen, wat ik u te vertellen heb is het resultaat van gesprekken met honderden deelnemers aan de bijeenkomsten in CIDOC, van persoonlijke waarneming in alle streken van Latijns-Amerika, van wat ik geleerd heb van de auteurs die ik in mijn Reference Guide bijeengebracht heb. Mijn reflecties steunen op wat ik gezien heb. Ik wil het dus niet hebben over de bedoelingen van de ontwikkelingsprogramma's, maar over het resultaat ervan. Toen wij CIDOC oprichtten, was ontwikkeling, ten minste voor 2/3, nog een utopie. Vandaag is het een puinhoop, die je empirisch kunt onderzoekenGa naar voetnoot4. Niet wat ontwikkelingsprojecten voor vrouwen beloven te doen, interesseert mij, maar het reële effect dat ze op vrouwen hebben. Juister nog, ik zoek naar criteria waaraan onderzoek naar het effect van een bepaalde technologie op vrouwen getoetst kan worden. Ik heb het dan over die technologie en werktuigen die bedoeld zijn om de last welke de vrouw haar leven lang te dragen heeft, te verlichten. Met ‘last’ bedoel ik de taken die vrouwen worden opgelegd, de dingen die vrouwen moeten doen omdat ze vrouw zijn. Daartoe behoren economische activiteiten waarvoor zij meestal niet betaald worden en eigenvoorzienings-, subsistentie-activiteiten die door economen nooit exact gemeten kunnen worden. Ik wil onderzoeken of nieuwe werktuigen invloed hebben op de vermoeienis, de belasting, het gesloof en de sleur die nu eenmaal, zoals het heet, het ‘lot’ van de vrouw zijn. Mijn vraag is niet of ze de taak van deze of gene vrouw misschien verlichten. Mijn vraag is: zijn er criteria waaraan we de last van de vrouwen als groep kunnen evalueren? | |||||||||
Twee soorten van onderzoekIn de jaren zeventig heeft het onderzoek naar vrouwen en werktuigen een | |||||||||

geweldige uitbreiding genomenGa naar voetnoot5. Daarin zijn twee fundamenteel verschillende types van onderzoek te onderscheiden. Tal van studies hebben betrekking op werktuigen die het labeur dat vrouwen haar leven lang altijd opnieuw te leveren hebben, lichter willen maken. Dit onderzoek wordt vooral gedaan door vrouwen, geholpen door nieuwe of ongekende technieken die ze zich eigen maken, adopteren. Deze vindingrijke, vernaculaire adoptie en aanpassing van nieuwe technieken door vrouwen wordt zelden ‘research’ genoemd en over het algemeen over het hoofd gezien. Weinige waarnemers zullen van een ingenieuze vrouw die zich uit een versnellingsbak een oven vervaardigt, zeggen dat zij aan ‘research’ doet. Het andere type is onderzoek voor vrouwen. Dat wil in de eerste plaats de produktiviteit van vrouwen verhogen. Het meet de ‘verbetering’ van het ‘welzijn’ van vrouwen - waarbij het dan natuurlijk de vraag is wat deze deskundigen onder ‘verbetering’ en ‘welzijn’ verstaan. Deze twee types van onderzoek staan lijnrecht tegenover elkaar. Onderzoek door vrouwen tracht vrouwen buiten de markt te houden en de produktiviteit van de gemeenschap in geldtermen te beperken; alles bij elkaar verlicht het tegelijk de globale door vrouwen te dragen last. Het tweede type daarentegen ronselt vrouwen voor ‘ontwikkeling’. Het wordt uitgevoerd door deskundigen, soms in overleg met hun cliënten; het verzwaart, zoals ik zal aantonenGa naar voetnoot6, de last van vrouwen en versterkt de seksistische discriminatie. Vrouwen kunnen zich zowel ‘hoge’ als ‘lage’, ‘harde’ als ‘zachte’ technologie toeëigenen voor haar eigen doeleinden. Hier vraag ik vooral aandacht voor simpele technieken die goedkoop en ter plaatse beschikbaar zijn en iedereen vrij laten om ze te gebruiken of niet. Ook deze ecologisch ‘zachte’, sociaal ‘decentraliserende’ en technisch ‘intermediaire’ technologie kan onderwerp zijn van onderzoek zowel door als voor vrouwen. Organische landbouw, biogas, zonne-energie voor verwarming en zelfs, zou men kunnen zeggen, met microprocessoren uitgeruste breimachines kunnen aan zowel eigenvoorziening als groei dienstig gemaakt worden. neem bijvoorbeeld tuinbouw. Vrouwen kunnen groenten kweken om het huishouden grotendeels buiten de geldrelaties en de markt te houden, maar groententeelt kan er ook toe leiden dat er meer monetaire bindingen binnen de gemeenschap ontstaan, dat iedereen meer afhankelijk wordt van waren en er meer geld in omloop komt. Onder hetzelfde etiket ‘vrouwenonderzoek naar Aangepaste Technologie’ werden onderzoek door en onderzoek voor vrouwen hopeloos door elkaar gehaald. Ik wil ze uit elkaar houden: ze vullen elkaar aan, maar het zijn twee verschillende dingen. Alleen als we zien hoe ze elkaar aanvullen, is het mogelijk een democratisch evenwicht te vinden tussen technische en wettelijke regelingen die vrouwen helpen om zelf de last van hun taak te verlichten en andere, die de concurrentiepositie van vrouwen in de geldjacht wat minder ongelijk maken. | |||||||||
Twee soorten gebruik van Aangepaste TechnologieIk denk bijvoorbeeld aan een dorp waar de vrouwen schoffel en tuin weer in eigen handen nemen. Dat is een ontwikkeling die te voorzien was, als je weet dat in de laatste tien jaar het aantal huishoudens met de vrouw als ‘gezinshoofd’ overal is toegenomen; in een land als Brazilië is het verdubbeld, in Marokko verdrievoudigdGa naar voetnoot7. Dank zij de nieuwe alchemie van de organische landbouw, gecombineerd met Aangepaste Technologie, heeft dit opnieuw in handen nemen van tuin en schoffel niets van een romantische regressie: voorheen nooit gedroomde resultaten kunnen nu betrekkelijk gemakkelijk worden bereikt. Maar daar staat tegenover dat de nieuwe technische mogelijkheden ook conflicten scheppen tussen mannen en vrouwen en tussen vrouwen onderling. Als vrouwen de hand leggen op de schoffel, komen ze onvermijdelijk in conflict met de belangen van de mannen. Als vrouwen de tuin heroveren als vrouwendomein, blijft er minder vrouwelijke ‘mankracht’ over voor het schoffelen van de produktieve landbouwgrond waar mannen de tractor besturen, nemen zij stukken landbouwgrond en een deel van de watervoorraad voor irrigatie en besproeiing van de mannen af en onttrekken zij zich in haar werk aan het | |||||||||

toezicht van de mannenGa naar voetnoot8. En of de schoffel nu gebruikt wordt voor eigenvoorziening of voor de markt, het feit dat zij er weer de hand op leggen, geeft de vrouwen meer macht tegenover de mannen. Toch zijn deze twee verschillende manieren waarop een vrouw haar tuin kan gebruiken, in strijd met elkaar. Op een lapje grond in Chili kun je gemakkelijk de vijfendertig soorten groenten verbouwen en de hoeveelheid vis en pluimvee houden waar twee vrouwen en vijf kinderen goed van kunnen leven. Maar hetzelfde lapje grond kan ook gebruikt worden voor een moestuin waar zgn. kwaliteitsprodukten of ‘primeurs’ geteeld worden voor de markt en met het geld dat dat opbrengt, kunnen die zeven mensen dan overleven met de rommel die ze in de winkel kopen. In het eerste geval is de schoffel het symbool van een nieuw soort subsistentie; in het tweede, van vrijwillige servitude, zogenaamde participatie en economisch meetbare vooruitgang. Het zijn twee tuinen die gebruik maken van Aangepaste Technologie. Maar het zijn twee tegengestelde visies op wel-zijn, op wat men verstaat onder ‘goed leven’. Het zijn twee tegengestelde vrouwelijke visies op vrouwen. Ons wordt op deze Conferentie gevraagd hoe Aangepaste Technologie de last van vrouwen, met name van vrouwen in ontwikkelingslanden, kan verlichten. Maar ik geloof dat we daar niets over kunnen zeggen als we niet eerst nagaan wat de ontwikkeling tot nu toe voor vrouwen opgeleverd heeft. We zijn nu dertig jaar bezig met ‘ontwikkeling’, een onderneming die nu dus door de sociaal-historicus bestudeerd kan worden. Voor veel mannen en vrouwen die met die ‘ontwikkeling’ in aanraking zijn gekomen, betekende ze een modernisering van hun armoede. En daar wil ik nu aan toevoegen: een feminisering van de armoede. Ik noem eerst drie aspecten van de modernisering van de armoede, daarna drie aspecten die laten zien dat de vrouwen de grootste slachtoffers daarvan zijn. | |||||||||

Modernisering en feminisering van de armoede1. Overal zijn ten gevolge van het industriële groeiproces subsistentie-activiteiten in waarde verminderd. Lopen, werken, je eigen huis bouwen, je eigen gezin te eten geven, een vak leren zonder het op school te hoeven kopen wordt steeds moeilijker. 2. Overal worden verwantschap, buurtschap, ontmoetingen op het dorpsplein en andere netwerken van socialisatie en onderlinge hulp herleid tot geldrelaties. Wat het ook waard is, een geschenk is iets wat je koopt. 3. Overal zijn vernaculaire waarden verdrongen door professionele normen: niet iemand in het dorp, maar iemand van buitenaf wordt verondersteld het beste te weten hoe je iets moet formuleren, hoe je een zieke moet verzorgen of een bepaald karwei opknappen. Van deze trieste sociale neveneffecten van de ontwikkeling geven we ons steeds meer rekenschap. En ze zijn onvermijdelijk, even onvermijdelijk als de ecologische neveneffecten waarover veel meer ophef gemaakt wordt. Zoals de degradatie van het milieu raakt ook de modernisering van de armoede zowel mannen als vrouwen. Maar ontwikkeling heeft ook neveneffecten van een andere soort, die speciaal de vrouwen treffen. Daarvan geven we ons veel minder rekenschap. Ik noem drie aspecten van de feminisering van de armoede. 1. Onvermijdelijk ontzet ontwikkeling vrouwen uit haar geslachtsspecifieke taken. Ze maakt van vrouwen gemengde arbeidskrachten en transformeert ze tot de tweede sekse. Overal dwingt ontwikkeling vrouwen tot iets dat voorheen onbekend was: individuele wedijver met mannen. Door de ontwikkeling ‘bevrijd’, laten vrouwen zich noodgedwongen ronselen voor een strijd met mannen om dezelfde banen, een strijd die ze alleen maar kunnen verliezen. Het cruciale belang van het seksisme als effect van groei werd tot nu toe over het hoofd gezien. Gemakkelijk vergeten we dat ‘werk’ dat zonder onderscheid zowel door mannen als vrouwen verricht kan worden, in een pre-industriële samenleving gewoon niet bestond. Als er toch voorbeelden van te vinden zijn, gaat het altijd om slaven, onaanraakbaren of paria's. In een pre-industriële samenleving bestaat geen enkel landbouwwerktuig, huishoudgereedschap of huisdier dat zonder onderscheid zowel door mannen als vrouwen of door beiden op dezelfde manier gehanteerd of gebruikt wordt. Geslachtsloze werktuigen zijn een uitvinding van de 19e eeuw: de werktuigen die gebruikt worden voor wat wij nu ‘arbeid’ noemen. Wat ik hier vooropstel, is historisch uitvoerig gedocumenteerd, en nergens heb ik iets gevonden dat het tegenspreekt. Toch zie ik ook nergens een | |||||||||

aanwijzing dat de talloze organismen die zich bezighouden met ‘overdracht van technologie’, zich ooit serieus vragen stellen over wat ze eigenlijk doen. Technische bijstand kwam tot nu toe altijd neer op de export van een arbeidsethiek en werktuigen die het geslacht ignoreren en op de vernietiging van de eigenvoorziening die juist op geslacht steunt. Waar geen onderscheid meer gemaakt wordt tussen mannentaak en vrouwentaak en een ‘gemengde’ arbeidskracht ontstaat waarbinnen mannen en vrouwen met elkaar in concurrentie staan, valt dit altijd in het nadeel van de vrouwen uit. Voor hier en daar een vrouw verbeteren de kansen, maar de meerderheid wordt achteruitgesteld en deze twee groepen vrouwen worden tegen elkaar opgezet. Wat versta ik onder dat geslacht dat door de ontwikkeling wordt vernietigd? In alle pre-industriële samenlevingen bestaat het lokale gereedschap uit twee onderscheiden helften. Elke gemeenschap heeft een eigen, unieke manier waarop de last van het bestaan, de visie op de werkelijkheid, het gebruik van tijd en ruimte verdeeld worden. Weven, melken, voedsel inmaken wordt ofwel door de vrouw ofwel door de man gedaan. In eenzelfde cultuur wordt dezelfde taak nooit door beiden verricht. Waar geslacht heerste, konden vrouwen nooit individueel met de mannen in concurrentie komen. Ze bleven binnen de grenzen van haar eigen domein. Niet individuen, maar geslachtsdomeinen stonden tegenover elkaar. In de meeste culturen bezat het vrouwendomein nooit dezelfde waardigheid als dat van mannen. In patriarchale samenlevingen werden vrouwen uitgesloten van de publieke zaak. Haar taak en het gereedschap dat zij daarvoor gebruikten werden openlijk minder geacht dan die van mannen. Dat maakte elke vrouw met de andere vrouwen solidair: ze waren allemaal in velerlei opzicht minderwaardig, maar deelden die minderwaardigheid met elkaar. In een samenleving die geregeerd werd door geslacht, konden vrouwen nooit individueel de verliezende partij zijn. Welnu, dat is door de ontwikkeling veranderd. Nu wordt elke individuele vrouw gedwongen in competitie te treden in een wereld die geregeerd wordt door mannen. Natuurlijk, de ontwikkeling heeft die mannenheerschappij wel wat verzwakt, maar ze heeft dat flink gecompenseerd door de oude patriarchale overheersing te combineren met of te vervangen door de nieuwe seksistische discriminatie. De ontwikkeling individualiseert de minderwaardigheid van de vrouw, geeft er een vorm aan die voorheen onbekend was en persoonlijk veel vernederender is. Die vernietiging van de subsistentie en het geslacht is echter geen monopolie van de industrialisatie. Aangepaste Technologie kan dat net zo goed en zelfs beter. Om die reden pleit ik met nadruk voor onderzoek naar de | |||||||||

gevaren van geslachtsloze Aangepaste Technologie. Ik doe dit niet omdat ik principieel tegen geslachtsindifferente technologie ben. Ik wil eventueel aannemen dat gereedschap zowel in de handen van vrouwen als in die van mannen kan passen. Maar ik vind dat je wel eerst moet weten welke de seksistische nevengevolgen zijn van een Aangepaste Technologie die geen oog heeft voor het geslacht. Zij kan namelijk, nog effectiever dan industriële machines, van mooie, fiere vrouwen gehandicapte mensen van de tweede sekse maken. Ik weet dat dit soms niet te vermijden is. Maar ik zie niet in waarom het blindelings aangemoedigd moet worden. Alleen onderzoek door vrouwen, in elk dorp, elke buurt, kan de garantie geven dat de nieuwe moersleutels en buigtangen, de nieuwe pompen en katrollen, de nieuwe visreservoirs en handmolens of een nieuw geitenras in de allereerste plaats vrouwenhanden macht geven. Dat onderzoek kan eenvoudigweg niet voor een dorp of een gemeenschap gedaan worden. 2. Een tweede aspect van de feminisering van de armoede als gevolg van ‘ontwikkeling’ is het volgende. De economisch meetbare voordelen van de groei zijn in onevenredige mate de mannen ten goede gekomen en in onevenredige mate geproduceerd door het onbetaalde labeur van vrouwen. Met een simpele truc wordt dit feit verdoezeld: moderne huishoudelijke arbeid, het onbetaalde bewerken van economische goederen tot gebruiksgoederen worden niet beschouwd als een economische bijdrage aan de groei. De laatste tijd komt daar enige verandering in. Onderzoek naar het economisch effect van de ontwikkeling op vrouwen is tien jaar geleden aan de gang gebracht door Esther Boserup en Barbara WardGa naar voetnoot9. Wat zij vermoedden, is sindsdien in talloze studies bevestigd en verder uitgewerkt: a. Economische groei heeft altijd het aantal werkuren van vrouwen sterker doen toenemen dan dat van mannen. b. Naarmate de huishouding afhankelijker wordt van geld en markt, wordt de zeggenschap van de vrouw over de liquide middelen kleinerGa naar voetnoot10. | |||||||||

c. Als vrouwen betaald werk hebben, betekent dat niet dat haar niet betaalde schaduwwerk vermindert. Het betekent wel dat ze moeten afzien van vrije tijd, onderlinge hulp en van het eminente middel tot sociale controle dat vrouwenpraat is. Huisvrouwen die in de wasserette magazines staan te lezen tot de wasmachine het werk voor haar klaar heeft, zijn politiek gesproken niet te vergelijken met een groep vrouwen die tijdens de was aan de rivier palaverenGa naar voetnoot11. d. In tegenstelling tot een hardnekkige mythe neemt de belasting van vrouwen toe als het huis aangesloten is op gas, water, elektriciteit en riolering. Dat blijkt uit historisch onderzoek over huishoudelijke arbeid. Een kraantje in huis en het waterverbruik stijgt met 25 tot 50%Ga naar voetnoot12. Natuurlijk heb je veel vlugger en gemakkelijker een emmer vol, maar het in huis geplaatste toilet, de nieuwe normen van zindelijkheid voor lichaam, kleren, linnengoed en de hele huisraad, vermeerderen alleen maar het werk waar water bij van pas komt, het werk van de vrouw. e. Dat is de gang van zaken in alle politieke systemen. Overal betalen vrouwen de rekening van de economische groei: overal krijgen zij meer karweien van schaduwwerk opgelegd en steeds minder aantrekkelijke loonarbeid. De huisvrouw in Minneapolis wordt een onbetaalde taxichauffeuse, die met haar kinderen tussen school en jeugdbeweging en dansles pendelt en dus een baan moet nemen om de tweede auto te kunnen betalen. In Kiev staat ze in de rij voor de slagerij en het bureau voor huisvesting, tussendoor op zoek naar betaald werk om produkten op de zwarte markt te kunnen kopenGa naar voetnoot13. Nogmaals, ik wijs op deze onvermijdelijke gevolgen van de economische groei niet omdat ik principieel tegen alle groei ben. verkopen, hebben ze geen geld om zout te kopen voor de geit of een pomp voor de windmolen. Als ik hier de aandacht vestig op het feit dat patriarchale ondergeschiktheid vervangen is door seksistische discriminatie, dan alleen omdat dit onlosmakelijk verbonden is aan groei, omdat er in het ontwikkelingsbeleid zelden rekening mee gehouden wordt en omdat het van doorslaggevende betekenis is als je wil weten welk effect Aangepaste Technologie heeft op vrouwen. We moeten vragen leren stellen als bijvoorbeeld: Tot op welke hoogte vermindert het gebruik van biogas de totale last van vrouwen? Wanneer vermeerdert het daarentegen die totale last, zelfs als het de individuele moeite die het traditioneel kost om vuur in de keuken te krijgen vermindert? Een betrouwbaar antwoord op vragen als deze kunnen we slechts krijgen uit onderzoek door mensen, door vrouwen zelf. Advies van deskundigen aan mensen moeten we niet vertrouwen. Zelfs niet als het komt van de nieuwe deskundigen in ‘zachte’, ‘ecologische’ technologie of in ‘consciëntisatie’, ook al zijn dat vrouwen. 3. Ontwikkeling heeft nog een derde neveneffect dat al even onvermijdelijk en al even nadelig is voor de vrouw. Vrouwen wordt het initiatief dat ze traditioneel hadden om culturele veranderingen aan de gang te brengen, uit de handen genomen. Van de drie voor vrouwen noodlottige gevolgen van de ontwikkeling krijgt dit de minste aandacht. En het is misschien het belangrijkste. Om te begrijpen wat dit vrouwelijke initiatief betekende, moeten we nagaan hoe vernaculaire culturen veranderen. Gereedschap speelt daarin een beslissende rol. Zoals ik al eerder zei, gereedschap was nooit geslachtsindifferent. Het paste nooit in de handen van ‘mensen’, maar ofwel in die van mannen ofwel in die van vrouwen. Wanneer een nieuw werktuig zijn intrede deed in een vernaculair universum, gebeurde dat ofwel door vrouwen ofwel door mannen. Elke nieuwigheid die een cultuur in haar uitrusting opnam - een nieuw voorwerp of procédé, een nieuwe groente, diersoort of vaardigheid - werd onmiddellijk ondergebracht in een van de twee domeinen: dat van de mannen of dat van de vrouwen. Een werktuig ‘adopteren’ betekende het zijn plaats geven in een van de twee in die lokale cultuur bestaande geslachtsdomeinen. Een werktuig maken betekende de realiteit een geslacht geven. Vrouwen hadden in dit opzicht evenveel macht als mannen. Beiden namen het initiatief tot culturele veranderingen. En geen van beiden kon het eigen domein vergroten zonder op een of andere manier dat van de ander te beïnvloeden. Toen in de Jura vrouwen een nieuw draagnet voor het vergaren van het gras op de hellingen ontwikkelden, moesten de mannen hun oude hooislee aanpassen om de nieuwe lading te kunnen vervoeren. ties, altijd de ene door mannen, de andere door vrouwen, pasten in elkaar als opeenvolgende danspassen, tot het hooi was binnengehaald. Bij elke pas konden mannen of vrouwen een innovatie invoeren en zo hun partner uitdagen zelf een nieuwe pas te vinden. Heel anders gaat het met de geslachtsneutrale werktuigen van vandaag. Die staan praktisch uitsluitend onder het beheer van mannen. Ik herhaal, ik spreek hier niet uit nostalgie naar het verleden. Ik weet heel goed dat het in de Jura de man was die de paarden mende, een taak die hem aanzien gaf, terwijl de vrouw de schaftmand en de hark droeg. Al evenmin herinner ik aan deze geslachtsspecifieke cultuurinnovatie omdat ik terug wil naar een apart gereedschap voor mannen en vrouwen. Wat mij voor ogen staat zijn conviviale werktuigen: werktuigen die een evenwicht mogelijk maken tussen netwerken van eigenvoorziening of subsistentie én economische ruil- en produktieverhoudingen. Ik stel vast dat de traditionele subsistentie altijd in het teken stond van het geslacht. Ik weet niet of dat ook nu nog zo moét zijn. Maar ik ben er wel van overtuigd dat aandacht voor het geslacht van buitengewoon groot belang is als we willen onderzoeken hoe Aangepaste Technologie verbreid kan worden. De hele geschiedenis door heeft die verbreiding altijd in het teken van het geslacht gestaan en ze heeft het altijd heel goed zonder missionarissen, opvoeders of ontwikkelingshelpers kunnen stellen. | |||||||||
AanbevelingenHet verdwijnen van het geslacht, de vernietiging van de subsistentie en de uniseksualisering van de werktuigen raken vooral de vrouwen, op een subtiele manier: ze zijn nu niet meer alleen als groep minderwaardig op grond van hun geslacht, maar worden ook individueel gediscrimineerd op grond van hun sekse. Wat met de industriële ontwikkeling in de jaren zestig begonnen is, zou door de nieuwe mode van de Aangepaste Technologie nog grondiger aangepakt en voltooid kunnen worden. De nieuwe werktuigen zijn goedkoper en kunnen dus gelijker verdeeld worden; ze zijn ook ‘zachter’ en dus verleidelijker. Met dit gevaar voor ogen kunnen we onze aanbevelingen aan het Belgisch Staatssecretariaat voor Ontwikkelingssamenwerking formuleren:
Ik geloof niet dat dergelijke aanbevelingen een feministische visie op het seksisme, een nostalgische hunkering naar het verleden of een oproep tot utopisch ascetisme genoemd kunnen worden. Ik wil alleen aangeven hoe de totale dagelijkse last van vrouwen verlicht kan worden. En ik geloof dat dat wat goed is voor vrouwen, uiteindelijk het beste is voor allen. |
